About this file
This is a Request for Information (RFI) issued by the U.S. General Services Administration (GSA), Office of Facilities Management (PBS), seeking information from contractors capable of providing utility invoice audit services for electricity, natural gas, and water across federal facilities.
The GSA manages utility services for over 26 federal agencies across 300+ accounts, procuring approximately 4.4 million megawatt-hours of electricity and 20.2 million dekatherms of natural gas annually. Interested vendors must demonstrate capability to audit utility bills for accuracy, obtain bill credits or recovered monies from suppliers on behalf of federal agencies, maintain comprehensive electronic records in Excel and/or PDF format, and provide quarterly status reports. The anticipated contract structure is a Single-Award, Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract with a base year and several option years under NAICS Code 541690 (Other Scientific and Technical Consulting Services). Responses are due by 3:00 PM Eastern Time on Monday, May 4, 2026, submitted as a single PDF document to sharon.mccreary@gsa.gov. Responses must not exceed 10 pages and include company information, national capacity and scalability details, past performance with measurable cost recovery examples, pricing structure (with government preference for fixed fee), multi-agency support capabilities, tools and reporting platforms, and any other relevant information. This is strictly an information-gathering RFI for planning purposes only; the GSA is not obligated to issue a future RFQ or contract based on responses received, and responders will not be reimbursed for submission costs.

REQUEST FOR INFORMATION (RFI)
for
Utility Invoice Audits
Electricity, Natural Gas, & Water
Office of Facilities Management (OFM) Public Building Services (PBS) US General Services Administration (GSA)
A. Description The U.S. General Services Administration (GSA), on behalf of the Office of Facilities Management (OFM), is requesting information from contractors interested in and capable of providing utility invoice audit support. This support includes auditing invoices for electricity (NAICS 221122), natural gas (NAICS 221210), and water (NAICS 221300).
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This Request for Information (RFI) is issued strictly for planning purposes and to gather information; it is not a Request for Quote (RFQ) and should not be construed as a commitment to issue an RFQ in the future. The GSA is not seeking quotes at this time and will not accept unsolicited quotes.
GSA is not obligated to contract for any supply or service based on this RFI. The U.S. Government will not reimburse respondents for any costs associated with preparing or submitting a response;
all such costs are the sole responsibility of the interested party.
A decision not to respond to this RFI will not disqualify a party from participating in any potential future RFQ.
B. Background The U.S. General Services Administration (GSA) manages utility services for its own federal facilities and those of other Federal Agencies. This involves procuring substantial amounts of energy annually: approximately 4.4 million megawatt-hours (MWh) of electricity and 20.2 million dekatherms (Dths) of natural gas. These services are provided across 300+ accounts for over 26 different U.S. Federal Agencies.
Given this scale, it is crucial for the U.S. Government to ensure:
● Accurate billing from all natural gas and electricity suppliers/utilities.
● Invoice compliance with all contractual obligations and federal regulations.
● Effective tracking of utility service costs, financial data, and any detected invoice discrepancies.
C. RFI Objective The Government will utilize information from this RFI to identify the number of companies that can potentially meet the Government’s scope, as described below.
Utility Invoice Audit Requirements
The vendor shall perform the following core services:
● Audit and Correct Invoices: Review utility bills (electricity, natural gas, and water) to ensure accuracy. If errors are identified, the vendor must obtain bill credits or recovered monies from the utility/energy supplier on behalf of the Federal agency.
● Maintain Comprehensive Records: Maintain a readily accessible electronic record (Excel and/or PDF format) for all agencies covered under the contract. This record must include:
○ Updates on billing disputes.
○ Budget figures related to agency accounts.
○ Relevant historical usage data.
○ Note: The vendor may use their own system of record, provided reports can be furnished promptly upon Government request.
● Provide Reporting: Deliver reports on the status of ongoing contract work to GSA and participating
Agencies on at least a quarterly basis.
GSA anticipates this contract may be:
● Single-Award, Indefinite Delivery/Indefinite Quantity (IDIQ, Firm Fixed Price (FFP) Contract
● FFP Task Order will be issued against the IDIQ
● Base year and several option years.
● NAICS Code: 541690, Other Scientific and Technical Consulting Services
This approach may enable Federal Agencies to place orders for bill auditing and cost recovery services, and aligns with GSA’s broader strategic goals to maximize government-wide cost savings.
D. RFI Responses For consistent and easy review, please ensure responses, excluding the cover page and any attachments, do not exceed 10 pages. All interested parties must submit the following minimum information:

U.S.
● What experience do you have supporting federal clients on a national scale for any services?
