About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Prisons (BOP), a component of the U.S. Department of Justice, regarding a Residential Reentry Center (RRC) with home confinement services to be located within Raleigh, North Carolina. The RFI is designed to gauge market capability and feasibility prior to issuing an anticipated solicitation. The BOP intends to procure services through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract requiring a single contractor to provide all services.
The requirement encompasses an estimated maximum of 55 home confinement placements and 44 in-house RRC beds (34 males and 10 females), with a 200-mile service radius for home confinement placements. The RFI seeks vendor input on 13 key questions addressing RRC service experience, state and local regulatory restrictions, community support and opposition, site location feasibility, zoning requirements, transportation availability, job placement capacity, unique local laws and regulations, housing restrictions for specific offender types, environmental concerns, pricing methodology (including per diem rates and occupancy-based structures), and zoning issues by offender type. Responses must be submitted in PDF format to Laurence Faytaren, Senior Contract Specialist, at lfaytaren@bop.gov no later than 2:00 p.m. EDT on May 28, 2026. Questions regarding the RFI must be submitted by May 11, 2026, with answers posted on SAM.gov on or about May 19, 2026. Responses to this RFI do not guarantee participation in any future procurement, and all response costs are the responsibility of the interested vendor.

The Federal Bureau of Prisons (Bureau) is an agency of the Department of Justice (DOJ). It consists of 122 institutions throughout the United States, including Hawaii and Puerto Rico; 6 regional offices, a Central Office (headquarters), 2 staff training centers, and 24 Residential Reentry Management offices.
PURPOSE
This announcement is posted as a Request For Information (RFI) only for an intended upcoming solicitation that will be posted on the SAM.gov website. This RFI is being issued to determine whether or not there are qualified sources that will be able to meet the requirements of this intended upcoming solicitation. This RFI is for Residential Reentry Center (RRC) to include Home Confinement (HC) placements for male and female offenders located within the city limits of Raliegh, North Carolina. The Home Confinement radius is 200 miles of the facility.
The solicitation is anticipated to be for an IDIQ contract. There will be a guaranteed minimum and an estimated maximum number of placements, to include in-house and HC residents. It is anticipated that all services will be solicited under a single procurement and will require that the successful offeror provide all services.
The requirement is anticipated to be for an estimated maximum of 55 HC placements and 44 in-house RRC beds (34 males and 10 females). The geographical radius for HC placements is 200 miles of the facility. At this time, we can neither foresee nor predict any factors that would precipitate a change.
The Bureau would like input from providers of services in the community as to the feasibility of providing these services in this geographical area for RRC and HC .
