About this file

This document is a Request for Information (RFI) from the National Heart Lung and Blood Institute (NHLBI) seeking information on the availability of executive management and advisory services.

NHLBI is collecting vendor information across two service categories: (A) Organizational Transformation and Operating Model Support, and (B) Executive Advisory and Change Management Support. Both categories require providers to assist NHLBI and NIH components in documenting organizational design elements including roles, responsibilities, authorities, reporting relationships, decision rights, functional boundaries, and escalation pathways. Services also encompass analyzing cross-functional workflows, handoffs, dependencies, approval points, and coordination mechanisms within NHLBI and the broader NIH environment; assessing workforce transition, onboarding, knowledge transfer, training, and capability development needs; and developing recommendations to address organizational, process, and resource gaps to establish sustainable operating models. The RFI specifies that one, several, or no contract actions may result from this information collection. Vendors must select applicable service categories and provide detailed responses to technical experience questions requiring current examples (within three years) with government references, explanations of quality assurance practices, issue resolution approaches, and recruitment and retention strategies including specific recruitment timeline data and retention rates. Corporate questions require DUNS number, company contact information as listed in SAM, current GSA schedule information, business size classification, and descriptions of any proposed teaming or subcontracting arrangements. No specific response deadline, budget, or award timeline is provided in this document.
