It consists of 122 institutions throughout the United States, including Hawaii and Puerto Rico; 6 regional offices, a Central Office (headquarters), 2 staff training centers, and 26 Residential Reentry Management offices (previously known as community corrections offices).

The Bureau is responsible for the custody and care of approximately 197,000 adult Federal offenders. Approximately 81 percent of these inmates are confined in Bureau-operated facilities, while the balance is confined in secure privately-managed or community-based facilities and local jails. PURPOSE

The Bureau is seeking detailed information about uniforms for a correctional setting as well as a secure web-based uniform requesting system with order and allowance management (capable of supporting bulk and individual ordering as well as return/replacement orders) which can automatically send and receive data to/from Government systems. Many officers face daily threats to their lives and operate in rugged and hostile environments. Uniforms must be able to stand up to abrasion as well as bend and flex with the officer in dynamic situations where lives can depend on an officer’s ability to conduct law enforcement duties effectively. In addition, uniformed employees are exposed to bugs and pests and must navigate hazards such as adverse weather, and rapid ingress and egress from vehicles and towers. As such, BOP places a high regard to new and advanced textile technologies (e.g., moisture-wicking, UV blocking/filtering, odor resistance, color-fastness, textile strength, fabric longevity, flame retarding, or materials made of recycled content), which provide the quality, durability, breathability, true-fit, and flexibility to meet the needs of the intended environment.

The goals of the BOP Uniform Program are to:

• Provide quality uniforms;

• Project a distinctive and professional publicly recognized image while promoting employee identification and pride;

• Provide employees with consistent, functional, durable, economical, and comfortable clothing which is appropriate for assigned duties and area climates-and fosters employee health and safety;

• Ensure uniforms meet required specifications where applicable and pass quality control standards;

• Provide economies of scale;

• Review and incorporate, where feasible and applicable, new technologies and textile advancements;

• Maintain a uniform distribution system that consistently provides high quality uniforms in a timely manner and is financially accountable and cost effective;

• Provide a mechanism to provision, manufacture, distribute, and manage uniform inventory;

• Provide a positive customer service experience;

• Provide a secure web-based uniform request system with order and allowance management (capable of supporting bulk and individual uniform fulfillment as well as return/replacement orders);

• Provide uniforms and uniforms management/support to students/trainees located at staff training academies, as well as the field;

• Provide near real-time data reporting capabilities (preferably direct, two-way networked systems which can push-pull data), as well as timely, accurate responses to ad hoc requests and recurring reports;

• Provide exemplary customer service at all levels;

• Deliver all orders in a timely manner;

• Provide uniforms rapidly to customers within requirements; and provide minimum time between proposed additions to the uniform catalog and first deliveries;

Uniform Items: BOP uniformed components wear a variety of uniforms and uniform gear, each with their own wear-policies. Below are some examples of the different types of uniforms and uniform gear required by the BOP:

· Correctional Services Duty Uniforms

· Dress Uniforms

· Ceremonial Uniforms

· Duty Gear (duty belt, holster, cases, pouches, etc.)

· Footwear, headwear, and handwear

Information provided by the vendors will be used to further refine the Bureau’s specifications for a potential solicitation/acquisition of a uniform program. The specific questions outlined in this Request for Information should be answered by vendors in as much detail as possible, including describing actual hardware, any necessary software, and any configuration required to support the proposed solution.

QUESTIONS

Please be advised that providing responses to these questions will not automatically include responders in the acquisition process should the Bureau establish an acquisition plan.

The Bureau may schedule onsite, follow-up demonstrations of select systems at Bureau headquarters or at an offsite location of mutual agreement with vendors to provide more detailed information. If web/virtual conferencing is used for a remote demonstration, the following solutions would be supported: Cisco WebEx, and the vendor should account for at least ten (10) possible connections.

CAPABILITIES AND FEATURES

Vendors will be expected to be able to demonstrate the ability to meet technical and system performance requirements through documentation, current client references and actual or online demonstrations. If selected for an actual demonstration, the Bureau will provide each vendor with identical and varied use case scenarios to demonstrate the capabilities of the solution.
