About this file

This is a Request for Information (RFI) issued by the General Services Administration (GSA) on behalf of the Air Force Life Cycle Management Center (AFLCMC) at Robins Air Force Base, Georgia, dated February 12, 2026. The RFI seeks market research information regarding the procurement of Industrial Plant Equipment (IPE), specifically 9 units of a Flaring and Beading machine (manufacturer/part number 3CPV) for delivery to multiple CONUS and OCONUS locations. The Government has designated NAICS code 333517 (Machine Tool Manufacturing) and PSC Code 3441 (Bending and Forming Machines) for this acquisition. This RFI is explicitly not a solicitation, request for quote, or commitment to award a contract, and the Government will not reimburse respondents for preparation costs or pay for information received.

Interested vendors must submit responses limited to five pages by the RFI close date and should include company information, GSA contract numbers and socioeconomic status, capability descriptions, relevant experience, teaming/subcontracting plans, and answers to twelve detailed questions addressing information needs, contract type preferences, production capacity, risks, quote preparation time, and interest in industry calls. The Government anticipates issuing a formal Request for Quote (RFQ) via GSA eBuy or SAM.gov following this market research phase. Vendors are encouraged to form Contractor Team Arrangements (CTAs) to compete for the requirement. Primary contact is Timothy Bass (Contracting Specialist) at Timothy.bass@gsa.gov or (404) 215-8700; secondary contact is Collette Scott (Contracting Officer) at Collette.scott@gsa.gov or (202) 731-3021.

Request for Information (RFI) ONLY Office of Centralized Acquisition Service Federal Acquisition Services (FAS) for Delivery to Multiple

CONUS and OCONUS locations February 12, 2026

This is not a request for a quote (RFQ). This Request for Information (RFI) is for planning and information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute a RFQ, nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.

The information received in response to this notice will be used to further define the Government's requirement and determine if two (2) or more capable small businesses respond with information sufficient to support a small business set-aside and/or to determine if the Government can expect adequate competition. We encourage all interested large and small businesses capable of satisfying the requirement in full to identify their capabilities in meeting the requirement.

For this acquisition, the Government contemplates use of NAICS code 333517 titled: Machine Tool Manufacturing and PSC Code – 3441 (Bending and Forming Machines).

Information received as a result of this RFI will be used solely for market research purposes. The Government shall use this market research in determining the best method of procurement, which is part of the acquisition planning process. This RFI is for information purposes only and no award will result from the RFI.

The Government may use the responses to this RFI for information and planning purposes.
