About this file
This is a Request for Information (RFI) issued by the State of Michigan Department of Lottery seeking vendor solutions for a Field Inspections System to replace and enhance the current Capstone application. The RFI, numbered 275 19*18, was issued on April 1, 2019, with a question submission deadline of April 15, 2019, and a response deadline of May 13, 2019, at 5:00 p.m. EST. The State anticipated posting answers to vendor questions on April 29, 2019. The requested system must manage field inspection activity for retailers, organizations, bingos, charity game tickets, special charity games, raffles, halls, and suppliers across Michigan. Key functional requirements include remote inspection capabilities, centralized data repository storage, offline data synchronization with the CGIS database, complaint tracking, inspection reporting, statistical reporting generation, license tracking, meeting attendance documentation, inspection assignment management, and the ability to categorize work hours by activity type. The system must also support electronic license closing forms and confiscation record tracking. No bidders conference or site visit was mentioned in the RFI documentation.
The RFI explicitly states this is not an offer to enter into a contract and that the State will not be liable for any costs incurred in vendor response preparation. All vendor responses are considered property of the State and subject to disclosure under Michigan's Freedom of Information Act. Vendors were instructed to submit responses in Microsoft Office Suite 97-compatible formats and were asked to address their prior experience with similar projects, organizational structure, best practice models, software design and development processes, preferred compensation structures with pricing models, and their likelihood of bidding on a subsequent Request for Proposals. The State reserved the right to invite selected vendors for oral presentations. No specific funding amount or contract term was identified in this RFI document, as this information-gathering phase was intended to support the State in developing program strategy and potentially issuing a formal RFP.
