FA8224-21-RFI-MROiREQUEST FOR INFORMATION

Synopsis:

NOTICE: This Request for Information (RFI) is issued for information and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this RFI. The Air Force WILL NOT be responsible for any costs incurred by interested parties in responding to this request for information. This Beta.Sam notice is an announcement seeking market research information on industry capabilities to provide the services as described herein. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this RFI should consult 41C.F.R. part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act. All information submitted by respondents that they consider confidential and not releasable to third parties outside of the Air Force, and its employees agents, consultants, and representatives must be clearly and conspicuously so marked.

1. PURPOSE

The purpose of this RFI is to conduct market research to determine if, within industry, responsible sources exist that can provide contractor services for Maintenance, Repair and Overhaul initiative (MROi) Functional Management Office (FMO) and Complex sunject matter expert teams with functional on-site support. This MROi Basic IDIQ contract is anticipated to specifically support Depot Maintenance Operations across AFSC. The proposed North American Industry Classification Systems (NAICS) Code is 541511 (Software analysis and design services, custom computer). The Government will use the RFI “Questionnaire” responses to determine the best acquisition strategy for this procurement.

The Government intends to issue a future solicitation as a competitve 8(a) solicitation. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.

This requirement will provide contractor support under the proposed NAICS Code 541511; in accordance with the Draft Basic IDIQ Performance Work Statement (PWS), and all other applicable attachments. The requirement will provide support by means of individual task orders, which will specifically define the scope of the requirement and schedules of deliverables. The Contractor Management Staff is advised that it is not possible to determine the precise types or amounts of services that will be ordered during the term of the contemplated IDIQ contract. It is contemplated that task orders will be performance based and will require support services for projects conducted by Air Force military personnel and department of defense (DOD) civilian employees. No part of this effort, the basic IDIQ contract, or any task order shall be construed to require the contractor to provide personal services. The performance of Task Orders must be diligently and conscientiously monitored at all times by the contractor and the Government to ensure that only the contractor shall exercise supervision and control over Contractor personnel.

Below are a list of questions and sample documents to facilitate discussion and gather Market Research.
