The government will utilize lowest price technically acceptable with an evaluation of confirmation of in-country subcontractors, notional designs, schedule, and past experience. Pricing for individual projects ranges from under $25,000 to no more than $750,000.

SOURCES SOUGHT NOTICE
This is a Sources Sought Announcement for INFORMATION PURPOSES ONLY. ACC AMIC/PKD is performing this market research to aid in the development of its acquisition approach. This notice DOES NOT constitute a Request for Proposal or complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist.
A. Mission
Under the authority, direction, and control of the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict, the Deputy Assistant Secretary of Defense for Counter Narcotics and Global Threats, the Government requires the execution of small-scale construction design-build efforts for bases of operations for foreign national security forces IAW Section 284(c)(1)(B) of Title 10, U.S.C.
B. Scope
The scope and objective of the individual requirements outlined in Table 1. can be found in the attachments listed in Appendix A. IAW 284(c)(1)(B) of Title 10, U.S.C no single project listed in Table 1. can exceed $750,000.
Site Visits will be held for each individual location which will be scheduled on a future date and communicated accordingly.
In order for the Government to better understand the capabilities of the vendors that deal with OCONUS small scale construction, please provide a capability statement(s) that clearly demonstrates your ability to perform the requirements outlined in the DRAFT Attachments - Performance Work Statement (PWS) and address the questions below.
Each outlined project magnitude is inclusive of Design, Direct Costs (e.g., Materials and Labor) and Indirect Costs (e.g., DBA, Overhead, G&A). For projects conducted in the CENTCOM Area of Responsibility, Prime Contractors are required to team with a cleared in-country Subcontractor.
In all other Areas of Responsibility, Prime Contractors shall team with an in-country Subcontractor; however, the in-country subcontractor does not have to be formally cleared.
The Government intends to utilize a Lowest Price Technically Acceptable (LPTA) Best Value evaluation consisting of the following Technical Criteria:

The Government is performing market research primarily in order to determine if there are firms that possess the capability, experience and interest in competing for the small-scale construction efforts. Therefore, we invite all business concerns to provide a capability statement in response to this requirement. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of any Federal Government contract. Contractors are encouraged to obtain further information on SAM registration at the following website: https://sam.gov/content/home The past experience factor may require that prospective contractors have a proven track record of performing similar requirements in similar locations OCONUS in support of the Counter Narcotics and Global Threats mission (not on US military installations) to be considered for award.
Questions to Answer in Response to Sources Sought:
1. What is the name, address, and CAGE code of your business?
2. Provide a point of contact (POC) to include name, telephone number and email address.
3. Specify your business type (large business, small business, small disadvantaged business, 8(a) certified small disadvantaged business, HUBZone small business, woman-owned small business veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) 561210 - Facilities Support Services, will be utilized for this acquisition. The small business size standard for this NAICS is $41.5M. Provide any additional NAICS code with justification that you would recommend as being more applicable.
4. Identify at least one project completed in the past three (3) years for the same or similar construction to help determine your firm’s capability in meeting the requirements of the DRAFT PWS (Limited to two (2) pages). Include any OCONUS small scale construction that you have been awarded in:
a. CENTCOM (experience in Kazakhstan, Tajikistan and or Uzbekistan)
b. EUCOM
c. NORTHCOM (experience in Mexico)
d. AFRICOM
e. SOUTHCOM & Caribbean
5. Also, include the contract number and a Government point of contact, Country of work.

6. Would you prefer to bid all as one single proposal or combination of requirements?
(e.g., Each Area of Responsibility (AOR), or each country) Why?
7. Identify which projects your firm is interested in by using the associated project number?
8. If additional projects become ready prior to solicitation, would their inclusion enhance or inhibit interest?
9. Are the estimated price magnitudes appropriate for the type of work?
10. All of the work is to be performed in foreign countries, is it practical for the contractor to furnish performance and/or payment bonds? If not, please provide a rationality for exclusion.
All responses shall be received by 25 May 2023 at 12:00 PM Eastern Daylight Time (EDT).
Responses shall be no more than four (4) pages (single spaced, front and back, no smaller than Times New Roman, font size 12). If submissions exceed the page count noted, the Government will only review the first (4) pages and disregard the remainder of the submission. Extraneous materials (brochures, manuals, etc.) will not be considered. Responses to this announcement shall be submitting in writing via email to Contracting Officer, Mr. Colin Pugh (email:
