About this file

This is a Request for Information (RFI) issued by the Department of the Treasury Office of the Chief Information Officer to conduct market research on Identity and Access Management (IAM) software licenses, maintenance, and professional services supporting the Enterprise Systems and Identity Management (ESIM) program. The RFI seeks vendor input on the commercial viability of enterprise-wide solutions and is not a binding solicitation; responses are due by 2:00 PM Eastern Time on July 31, 2026, submitted via email to chad.gambrill@treasury.gov and paul.white2@treasury.gov in searchable Adobe PDF format.

The scope encompasses four primary IAM platforms—Ping Identity, CyberArk, SailPoint, and Radiant Logic—across functional areas including Identity Governance and Administration, Privileged Access Management, Single Sign-On, Federation, Multi-Factor Authentication, PKI, and Identity Lifecycle Management. Treasury anticipates acquiring software licenses, renewals, manufacturer maintenance, professional services including advisory services and technical account management, training, and technology refresh capabilities for both SaaS and on-premises deployments. Vendors must provide company information (UEI, CAGE Code, business size), authorized reseller status for the specified platforms, applicable government contract vehicles (GSA Multiple Award Schedule, NASA SEWP, CIO-SP4, 2GIT), technical capability descriptions, and information on value-added services such as license optimization and implementation support. The government explicitly states this RFI does not obligate it to issue a solicitation, will not reimburse response costs, and submitted information will be used for acquisition planning purposes.
