Equipment & Small Aircraft Protection (ESAP) 3 April 5, 2024
This is not a request for quote (RFQ). This RFI is for planning and information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute a Request for Quote (RFQ), nor does it restrict the Government as to the ultimate acquisition approach.
The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
The information received in response to this notice will be used to further define the Government's requirement and determine if two (2) or more capable small businesses respond with information sufficient to support a small business set-aside and/or to determine if the Government can expect adequate competition. We encourage all interested large and small businesses capable of satisfying the requirement in full to identify their capabilities in meeting the requirement.
For this acquisition, the Government contemplates use of NAICS code 332311, titled: Prefabricated Metal Building and Component with an SBA Size Standard of 750 employees and Product Service Code (PSC) 5410, titled:

Information received as a result of this RFI will be used solely for market research purposes. The Government shall use this market research in determining the best method of procurement, which is part of the acquisition planning process. This RFI is for information purposes only and no award will result from the RFI.
A. Purpose/Scope:
As part of its market research, the General Services Administration (GSA), on behalf of the Air Force Life Cycle Management Center (AFLCMC) located in Robins AFB, Georgia, is issuing this RFI to determine if there exists an adequate number of interested and qualified contractors capable of providing the requirement as further described.

B. Description:
The Equipment & Small Aircraft Protection (ESAP) Type 3, hereby referred to as ESAP 3 equipment provides protection for fighter aircraft and a wide range of mission essential support assets against a specific class of threat weapons. The ESAP systems are designed to be temporary systems that can be rapidly set up with limited manpower and equipment. They are also designed to be relocatable. The Government is contemplating full and open competition procurement and anticipates establishing a long-term contracting vehicle (should this requirement materialize). The estimated purchase quantity is one hundred
(100) units over a 5-year period.
C. Objectives of the Request for Information:
1. Understand the level of interest and availability of potential vendors that could provide the requested item(s).
2. Identify issues, roadblocks, and barriers to successful solution implementations.
Equipment & Small Aircraft Protection (ESAP) 3 April 5, 2024

4. Obtain vendor feedback on if the vendor will utilize any subcontractors or contractor teaming arrangements.
D. Sources:
It is anticipated that a Request for Quote (RFQ) will be posted via GSA eBuy.
E. Product Description:
Reference Attachment 1: Product Description. Design plans would be provided to a selectee/awardee. Drawings are Government owned.
All products (if applicable) must be in full compliance with the Berry Amendment (10 U.S.C. 2533a) as implemented by DFARS 252.225-7012, meaning that any textile end products, including all of the components thereof, have been grown, reprocessed, reused, or produced in the United States or one of its territories, and by DFARS 252.225-7015, meaning that any hand or measuring tools have been produced in the United States or its outlying areas.
