About this file
The document provided is a Product Description for the Equipment & Small Aircraft Protection (ESAP) Type 3 capability, which was developed under the Hardened Installation Protection for Persistent Operations (HIPPO) Joint Capability Technology Demonstration (JCTD) program. The ESAP 3 equipment provides protection for fighter aircraft and mission-essential support assets against a specific class of threat weapons. The ESAP 3 system is a temporary, relocatable structure with minimum interior dimensions of 55 ft wide x 71 ft long x 23.5 ft high, fabricated using 50 ksi steel and 18 gauge metal roof deck. The maximum goal for set-up is 1,800 man-hours using specified equipment such as a Genie telehandler, 25K loader, 45-ton crane, and other support equipment. The structure must be capable of withstanding 180 MPH wind loads, 20 PSF snow loads, and seismic loads. Vendors capable of providing the ESAP 3 system are encouraged to submit responses to the related federal contract opportunity, Solicitation Number 47QSWC24K0065_ESAP3, which is currently in the pre-solicitation stage.

PRODUCT DESCRIPTION
The Equipment & Small Aircraft Protection (ESAP) Type 3, hereby referred to as ESAP 3, capability was developed under the Hardened Installation Protection for Persistent Operations (HIPPO) Joint Capability Technology Demonstration (JCTD) program. The ESAP 3 equipment provides protection for fighter aircraft and a wide range of mission essential support assets against a specific class of threat weapons. The ESAP systems are designed to be temporary systems that can be rapidly set up with limited manpower and equipment. They are also designed to be relocatable to provide flexibility to the Combatant Commander. The ESAP increases base resiliency and the USAF power projection capabilities. Specifications and initial design drawings will be presented upon award.
Fabrication:
Vendor shall fabricate, pack, and ship all pieces of the ESAP 3 per the design specifications. A full complement of set-up manuals must be included that details how to set up the equipment. Shop drawings must be produced and will be reviewed by EOR (Engineer of Record).
Minimum Interior Dimensions:
55 ft wide x 71 ft long x 23.5 ft high - This provides minimum clearances of 5 ft wingtip,
3.5 ft length and 5 ft height for mission aircraft.
Cladding:
Cladding for structure (roof and sides) is 50 ksi steel, 18 gauge metal roof deck, with minimum distance between primary vertical ribs not less than 12 inches.
Per Design Drawing Package: TR4-36 Centria
Set-up:
The maximum goal is approximately 1800 manhours = 12 workers x 10-hour days x 15 days
Set-up Equipment:
Genie 1256AF Telehandler Forklift or equivalent (preferably only 2, up to 4 if necessary) 25K Loader with Fork Attachment 45 Ton Crane C-Boom Personnel Lifts, JLG-450 or equivalent (preferably only 2, up to 4 if necessary) Grader Dump Truck Vibratory Roller Compact Track Loader
Personnel Protection Equipment Electric power and/or generator to recharge batteries for screw guns and drills SAE sized tool sets, wrenches, sockets
Anchorage:
Anchorage must be per Design Drawings Package that will be provided. The structure must have the capability to be installed on concrete strip footings or soils.
Per Design Drawing Package, three options are available for anchoring the equipment (i.e., Concrete foundation, micropiles, and helical foundations).
Engineering:
An initial design drawing set will be provided upon award. If changes are favored by vendor to facilitate erection/fabrication process, a set of engineering design drawings (stamped by PE) showing compliance with requirements must be submitted.
Minimum 180 MPH wind loads; minimum 20 pounds square feet snow loads; Seismic loads ASCE 7-16 Chapter 15 (Ss=2.233g, S1=0.545g); Structural requirements IAW UFC 3-301-01; Steel Special Concentrically Braced Frames.
Shipping Containers:
The ESAP 3 system is intended to be set up upon delivery to a site, so packaging considerations that constrained the ESAP 1 and 2 systems are removed.
Environmental Considerations:
Ensure structure can withstand operational ambient temperatures in the range 0-125 degrees Fahrenheit.
Environmental Severity in accordance with UFC 1-200-01.
Expected Service Life:
Per ESAP 3 Submittal Specifications Technical specification for the roof and wall metal cladding to consider corrosion protection to ensure a 20-year lifespan of the structure when subjected to extremely corrosive salt-spray environment.
Reassembly:
Structure must be able to be assembled, disassembled, and repackaged using only set-up equipment and tools. Vendor must identify any consumables from disassembly or repackaging activities.
Technical Manuals:
All set-up, maintenance, disassembly, and repackaging manuals must be included in kit.
Training:
To support the initial ESAP 3 capability, hands-on installation training must be provided by vendors supplying the system. The system includes set-up manuals suitable for use by military CE personnel with basic trade skills training.
After Receipt of Order (ARO):
120 Days. Delivery time required after First Article Testing approved.
First Article Test (FAT):
120 Days after award.
