About this file

This is a Request for Information (RFI) from the U.S. Citizenship and Immigration Services (USCIS) seeking market research on an Enterprise Physical Access Control (PAC) solution. USCIS currently uses a custom-coded Enterprise Physical Access Control System (ePACS) deployed at approximately 30 of 120 locations nationwide, and is exploring commercial off-the-shelf (COTS) products to replace the existing system. The desired solution must integrate geographically dispersed PAC systems at an enterprise level, provide standardized access request workflows, automate physical access management, support parking solutions for up to 2,000 spaces per location, and comply with specific government directives including Homeland Security Presidential Directive-12 and OMB M-19-17.

Vendors are requested to submit written responses by 10 AM Eastern Time on 06/27/2025, addressing 11 detailed questions about their corporate experience, technical capabilities, and solution readiness. The RFI seeks information on vendors' experience with enterprise PAC system integration, parking solutions, government policy compliance, production volume, technical sophistication, document tracking, software integration, and proposed contract vehicles. Respondents must also provide details about their company size, socio-economic status, and the likelihood of meeting the comprehensive PAC management requirements. Responses should be emailed to specified USCIS contracting officers, with the NAICS code 541513 and solicitation number 70SBUR25I00000015 associated with this opportunity.

USCIS RFI 70SBUR25I00000015

Request for Information Office of Security and Integrity NAICS Code: 541513 PSC Code (if known) : DA01 Contracting Point of Contact Rachel Turner, Contracting Officer – Rachel.M.Turner@uscis.dhs.gov Department of Homeland Security, Citizenship & Immigration Services, USCIS Contracting Office, 124 Leroy Road, Williston, VT 05495, UNITED STATES

Description USCIS currently has deployed a custom coded enterprise physical access control (PAC) management system. This system is internally called the Enterprise Physical Access Control System (ePACS) and has been deployed at approximately 30 of 120 locations nationwide. The ePACS is a USCIS physical access request, approval, and automated provisioning system answering the physical access requirements in OMB M-19-17, an extension of Homeland Security Presidential Directive-12 (HSPD-12). In addition to PAC system management, ePACS also contains a module to manage parking at locations requiring that service.

OSI is conducting research to determine if there are any commercial off the shelf (COTS) products that could replace the custom coded solution currently in use, with a goal of eventually integrating all USCIS PAC systems together at an enterprise level. Presently, USCIS locations have a PAC system manufactured by Gallagher, C-Cure, Viscount, Hirsch or Continental.

Any COTS product must be able to achieve the following:

· Allow geographically dispersed local or cloud-hosted PACS to be integrated at an enterprise level

· Provides standardized role requests, approval workflows and reporting to all network attached local PACS

· Automates, streamlines, and provides a secure method for physical access requests and approvals, including temporary access

· Stores user, access group, and other attributes in a data repository

· Allows local PACS applications/controllers to receive configuration information

· Provides administrators and approvers the ability to view and manage their users’ access requests and history

· Helps sites standardize naming conventions, including controllers and physical access zones

· Manages authorization and auditing of physical access privileges and establishes clear, searchable online audit history and reporting of physical access provisioning and activities

· Creates an event log for all PAC transactions and any locally provisioned access changes for increased security visibility

· Ability to permission remote viewing of camera feeds at any facility connected to the enterprise solution to organizational leadership, including capabilities that will automatically disconnect an idle session and manage number of remote sessions to reduce bandwidth consumption

· Provide online parking management solution, with workflow audit capability, for single or multiple locations with up to 2000 spaces per location

· Manage work tickets for individual PAC components to determine if hardware malfunctions are due to network connectivity, configuration or hardware breakage

· Support/function with zero trust and Single Sign On.

· Leverage a centralized enterprise database solution.

· Guidelines for continued support\maintenance post installation.

· Enterprise solution must comply with:

· Homeland Security Presidential Directive 12

· DHS Directive 121-03 Revision 2, Common Identification Standards for Department Personnel and Visitors

· DHS Instruction 121-03-001, Department of Homeland Security Presidential Directive 12 Program

· OMB M-19-17, Enabling Mission Delivery through improved Identity, Credential and Access Management

Vendors are asked to provide written responses regarding the availability and capability of the above bullet-points, as well as to recommend the most suitable contract type and CLIN structure, no later than 10 AM Eastern Time on 06/27/2025.
