About this file
This is a Request for Information (RFI) issued by the Department of Veterans Affairs (VA) Office of Information and Technology for an Enterprise IT Logging and Warehousing Solution. The RFI is for market research purposes only and does not constitute a commitment to award a contract or pay for submitted information. The VA seeks innovative approaches to replace its current log management solution to improve enterprise IT logging and warehousing capabilities for continuous collection and retention of records across IT systems and infrastructure. Responses must be submitted electronically by 5:00 PM Eastern Standard Time on February 17, 2026 to Contract Specialist Zachary Tanner (Zachary.Tanner@va.gov) and Contracting Officer Kathryn Pantages (Kathryn.Pantages@va.gov) with the subject line "RFI: Enterprise IT Logging and Warehousing Solution."
The minimum technical requirements specify that proposed solutions must ingest 100TB of daily data from on-premise, cloud service, and SaaS/PaaS/IaaS providers; perform 750,000 daily searches with prescriptive role-based access control; enable compliance with OMB 21-31 and Zero Trust Architecture Executive Orders; monitor availability and performance of on-premise and cloud-based systems; enable bi-directional integration into an IT Service Management event module; and provide integrations with other observability tools. Responses are limited to 3 pages and must include a brief company overview plus responses to 15 specific questions covering innovation, compliance features, data protection, scalability/availability, user interface, ease of deployment, vendor reputation and stability, and cost and licensing structures. The VA reserves the right to not respond to any or all responses received, and the requirement may be delayed, canceled, or revised at any time.

Overview:
The VA Office of Information and Technology is seeking information from industry for new and innovative approaches that improve enterprise Information Technology (IT) logging and warehousing necessary for continuous collection and retention of records from various activities and events that occur across a wide range of information technology systems and infrastructure. There is wide interest in changing VA’s current log management solution to be more innovative.
VA requires a log management capability to provide a definitive record of all user transactions, customer behavior, machine behavior, security threats, fraudulent activity and other activity in the raw data form that can be stored indefinitely. VA uses this data to provide rapid incident response, correlation, and in-depth monitoring across all data sources, monitor equipment uptime, and rapidly pinpoint and resolve problems with security and performance.
Minimum Requirements:
• Proposed solutions, platforms or tools must ingest 100TB daily from on-premise, cloud service, and SaaS/PaaS/IaaS providers
RFI: Enterprise IT Logging and Warehousing Solution
• Perform 750,000 searches daily and manage prescriptive role-based access control
• Enable compliance with Office of Management and Budget (OMB) 21-31 and Zero Trust Architecture Executive Orders
• Provide the ability to monitor the availability and performance of on-premise and cloud-based systems and applications.
• Enable a bi-directional integration into an IT Service Management event module
• Provide integrations with other Observability tools
2. Responses:
All responsible sources may submit a response in accordance with the information below. No marketing materials are allowed as part of this RFI.
Responses to this RFI shall be submitted electronically by 5:00pm Eastern Standard Time, February 17, 2026 via email to the Technology Acquisition Center point of contact Contract Specialist, Zachary Tanner at Zachary.Tanner@va.gov and Contracting Officer, Kathryn Pantages at Kathryn.Pantages@va.gov. Please subject the response email: “RFI: Enterprise IT Logging and Warehousing Solution”
Responses shall be limited to 3 pages and shall include a brief company overview as well as responses to the below:
Specific Questions:
Innovation:
1. What innovative approach or next generation capabilities are recommended to provide comprehensive logging across all VA endpoints, network elements, and application layers?
2. What advanced logging and monitoring capabilities does the tool offer that distinguish it from traditional logging solutions? (e.g., machine learning for anomaly detection, automatic correlation of events, advanced visualization)
3. How does your approach recommend balancing requirements for comprehensive logging with the prohibitive costs associated with storing large volumes of log data for extended periods of time?
Compliance Features:
4. How does your approach facilitate compliance with OMB 21-31 requirements and
Zero Trust principles, such as continuous verification of user and device identities, monitoring of lateral movements, and micro-segmentation?
Data Protection:
5. What measures are in place to ensure the security and integrity of log data?
Scalability / Availability:
6. How scalable is the tool? Can it handle the volume of log data generated by the
VA’s extensive systems and applications without performance degradation?
mailto:Zachary.Tanner@va.gov mailto:Kathryn.Pantages@va.gov
RFI: Enterprise IT Logging and Warehousing Solution
7. Are you confident your approach will deliver at least 99.99% or higher uptime (four nines), ensuring minimal disruption for critical, high-volume data ingestion, search, and alerting?
User Interface:
8. Does the tool provide an intuitive and user-friendly interface for both technical and non-technical users?
9. Does the tool provide a unified view of logs from multiple sources (such as on-premises, cloud, and hybrid environments) in a single dashboard?
Ease of Deployment:
10. What is the level of complexity to deploy the solution across a large, hybrid compute environment (multiple CSPs and on-prem data centers), supporting a diverse portfolio of enterprise business systems, petabytes of data and 500,000+ user endpoints?
Vendor Reputation and Stability:
11. What is the vendor’s track record in the industry? Are they considered a leader in innovation for logging and monitoring solutions?
12. Can the vendor demonstrate a commitment to ongoing product development and improvement?
Cost and Licensing
13. What is the cost structure of the tool, including initial setup, ongoing licensing, and any additional costs for support and updates?
14. Are there options for flexible pricing models to accommodate the VA’s budget and scaling needs?
15. What are ways the VA can procure the solution?
OFFERORS ARE ADVISED THAT THIS REQUIREMENT MAY BE DELAYED,
CANCELED, OR REVISED AT ANY TIME
