About this file
This is a Request for Information (RFI) issued by the State of Nevada Department of Administration, Purchasing Division, seeking information from qualified commercial air carriers regarding airline travel programs available to State employees. The RFI (99SWC-S4033) was released on September 30, 2026, with a response deadline of November 3, 2026, at 2:00 pm Pacific Time. The State seeks detailed information on airline pricing models, negotiated discounts, government airfare programs, fare flexibility, baggage and ancillary fee treatment, flight availability, booking and distribution channels, integration with travel management companies and online booking tools, reporting and data capabilities, traveler assistance during disruptions, account management, customer service commitments, contract terms, and potential sustainability reporting. The State explicitly notes that this RFI will not result in a contract award and that responses are intended to inform potential future procurement strategies and budget justification. Questions must be submitted by October 16, 2026, at 5:00 pm, with answers posted on or about October 23, 2026. All submissions must be made through NevadaEPro, with technical and cost information submitted separately and flagged as confidential.
The State seeks cost information regarding implementation and ongoing support of a potential airline travel solution but does not specify pricing requirements or budget allocations in this RFI document. No incumbent vendor is identified, and this solicitation represents the State's evaluation of the current commercial airline marketplace to determine whether a formal procurement should be pursued. The State anticipates that any future contract resulting from this market research could involve travel by employees of multiple State agencies and potentially other authorized entities, subject to applicable Nevada law. The State's current travel framework is governed by Nevada statutes, regulations, State Administrative Manual provisions, and various agency-specific policies. Contact for the RFI is Jennifer Thomas, Purchasing Officer, at jennthomas@admin.nv.gov, with relay services available for deaf and hard of hearing individuals.

PROJECT OVERVIEW
The State of Nevada, through the Department of Administration, Purchasing Division, is issuing this Request for Information (RFI) to obtain information from qualified commercial air carriers regarding the availability, structure, pricing, administration, technology, traveler services, and other features of air travel programs available to State employees traveling for official State business.
The information received through this RFI will assist the State in understanding the current commercial airline marketplace and in determining potential procurement strategies for State employee air travel.
The State is particularly interested in identifying opportunities to:
Obtain competitive and transparent airfare pricing for official State travel;
Improve the value of State-funded air travel;
Provide State employees with appropriate flight availability and routing options;
Establish negotiated government or corporate airfare arrangements where advantageous;
Reduce administrative burden associated with air travel;
Improve traveler support during schedule disruptions and irregular operations;
Improve the State's ability to monitor airfare expenditures and travel activity;
Increase compliance with applicable State travel policies;
Establish appropriate mechanisms for unused tickets, credits, cancellations, and changes;
Improve reporting and spend visibility; and Develop a potential future statewide airline contract or other procurement arrangement.
AGENCY BACKGROUND
The State of Nevada conducts official business throughout Nevada, the United States, and, when authorized, international destinations. The State's travel program is governed by applicable Nevada statutes, regulations, State Administrative Manual provisions, Department of Administration policies, agency-specific requirements, and other applicable State policies. The State's current travel framework includes requirements relating to authorization, payment, reimbursement, documentation, and use of State-sponsored travel payment mechanisms. The State is evaluating its future approach to commercial air travel and seeks marketplace information before determining whether a formal solicitation should be issued. Respondents should assume that a future procurement, if pursued, could involve travel by employees of multiple State agencies and potentially other authorized entities, subject to applicable law and the terms of any resulting contract.
