About this file
This is a Request for Information (RFI) for the Embedded Diagnostics System II (EDS II), a C-5M aircraft maintenance system. The Government is conducting market research to identify contractors with engineering expertise, capabilities, and experience to support EDS II design refinement, system integration, airworthiness certification, testing, procurement, kitting, and inventory management. The project will be executed alongside the 578th organization.
The EDS II system comprises six primary components: Auxiliary Maintenance Computer (Systel Hawk IV), PCIU (GETAC B360G3), AMC II Tray (Systel-developed), Ruggedized Switch (DuraNet 300), FE Station Mount (578th-developed), and Ethernet Wire Harness (578th-developed, quantity TBD). The current Aircraft EDS includes predecessor components with specific part numbers and NSNs. Contractor responsibilities include engineering support, procurement, kitting, inventory management, and distribution of both contractor-managed and USG-managed items in accordance with USG-approved C-5M configuration. The contractor must maintain accountability, manage inventory using established processes, store kits and parts until distribution, and manage procurement of peculiar items to support kitting demands and designated stock levels.
Responses to the Capability Survey (Parts I and II) must be submitted by June 10, 2026, at 5:00 PM Eastern Standard Time via email to Mr. Benjamin Morris (Contracting Officer) at Benjamin.morris.6@us.af.mil. The survey requests business information (company name, address, CAGE code, SAM registration status, small business certifications) and detailed capability responses across six categories: General Capability, Supply Chain/Procurement/Kitting, Commerciality, Manufacturing, and Engineering Services & Software Support. Responses must be in readable electronic format not exceeding 10 MB per email attachment. Technical questions should be directed to the Requirements POCs: Mr. Jerome Mapps (Project Lead), Mr. Sheldon Hogan (Chief of Logistics), or Mrs. Avery Johnson (IPT Lead).
