About this file
This is a Request for Information (RFI) issued by the United States Marine Corps (USMC), Marine Corps Installation National Capital Region – Regional Contracting Office (MCINCR-RCO) located in Quantico, Virginia, for market research purposes regarding comprehensive Information Technology Support Services (ITSS) for the Marine Corps Education Command (EDCOM).
The procurement is a follow-on action to current services provided under task order M00264-22-F-0039 awarded to Epsilon, Inc. on March 15, 2022. The Government contemplates issuing a competitive Indefinite Delivery, Indefinite Quantity (IDIQ) contract through the System for Award Management (SAM.gov) for a five-year ordering period, structured as a hybrid Firm Fixed Price Contract Line-Item Numbers (CLINs) for services with a cost reimbursement CLIN for travel. The estimated ceiling value is approximately $32 million. The Facility Clearance Level (FCL) requirement is at the Secret level; contractors will not be required to store classified information at their premises as performance will occur at the Government site.
The RFI addresses four primary task areas: (1) Network and System Support—managing hybrid IT environments integrating on-premises systems with Microsoft Azure Impact Level 2 cloud infrastructure, maintaining 99.9% uptime, and managing cable plant infrastructure; (2) Cybersecurity and Information Security Support—executing Risk Management Framework (RMF) processes, implementing continuous monitoring and Assured Compliance Assessment Solution (ACAS/Nessus) vulnerability management, and implementing Zero Trust architecture; (3) Technical Support (Helpdesk)—providing IT customer support during core business hours (0730–1700 Local, Monday–Friday) with 24-hour response for standard tickets and one-hour response for urgent/VIP tickets; and (4) Audiovisual & Video Teleconference (AV/VTC) Support—providing configuration, preventative maintenance, and troubleshooting for complex enterprise audiovisual systems in production environments.
Respondents are requested to provide detailed capability statements addressing technical experience, methodologies, staffing and logistics (including recruitment and retention of cleared personnel), business information, and responses to industry-specific questions. Business information must include NAICS and PSC recommendations, small business status confirmation, and recommendations for small business subcontracting participation. The RFI requires responses to address facility clearance status, legacy system migration experience, artificial intelligence and tactical edge computing capabilities, workload distribution and subcontracting capacity, experience serving overseas Government facilities, personnel replacement timelines, hiring and backfill capacity, evaluation criteria, and restrictive requirements. An industry day event is scheduled for June 30, 2026, from 0900 to 1200 at Alfred M. Gray Research Center in Quantico, Virginia; reservations for a maximum of two company representatives must be made by June 24, 2026. RFI responses are due by 11:00 AM EST on July 14, 2026, submitted via email to Jeffrey Sisk (jeffrey.a.sisk@usmc.mil) and Genia Fouts (genia.fouts@usmc.mil). Responses must not exceed 20 pages, be formatted in Microsoft Word, use Times Roman 12-point font, and clearly mark any proprietary information. This RFI is for informational and market research purposes only and does not constitute a solicitation or commitment to award a contract.
