About this file

This document is a Request for Information (RFI) issued by the U.S. Army Contracting Command at Aberdeen Proving Ground seeking market research on electrochemiluminescence (ECL) multiplex assay kits for microbial toxin identification. The government requires consumable kits capable of detecting at least three specific toxins (Ricin, Botulinum, and Staphylococcal Enterotoxin B) with specific technical requirements, including compatibility with Meso Scale Diagnostics (MSD) PR2 1800 and/or SQ 120 analyzers and support for government-furnished antibodies.

Interested firms must submit a comprehensive response by 5:00 PM EDT on January 16, 2026, via electronic submission to the designated contracting officers (Jemel Hogan and Sarah Eggerling). The response, limited to 5 pages, should include company details, technical capabilities, product information, manufacturing readiness, production rates, and compatibility confirmations. This RFI is strictly for market research purposes, and the government will not award a contract based on the responses, nor will it reimburse companies for response preparation costs.

· NAICS Code(s): 334516 – Analytical Laboratory Instrument Manufacturing

· Product Service Code (PSC): 6640 – Laboratory Equipment and Supplies

2. Core Technical Requirements The Government requires consumable ECL multiplex assay kits with the following specifications:

· Primary Function: Identification of microbial toxins, including (at a minimum) Ricin, Botulinum, and Staphylococcal Enterotoxin B (SEB).

· Antibody Compatibility: Must support the use of government-furnished antibodies for both capture and detection of antigens.

· Analyzer Compatibility: Must be compatible with Meso Scale Diagnostics (MSD) PR2 1800 and/or SQ 120 analyzers.

3. Required Submission Information Interested firms must provide a response (not to exceed 5 pages) that includes the following details:

Category
Required Information
Company Data
Company Name & Address, CAGE Code, Point of Contact (Name, Email, Phone) Business Size/Classification
Technical Capability
Description of expertise in providing ECL multiplex assay kits. Information on manufacturing readiness, maturity, and maximum monthly production rate.
Product Information
Details on currently available assay kits that meet the specified toxin identification requirements. Confirmation of compatibility with the specified MSD analyzers. Explanation of how the kits incorporate user-provided antibodies. Include information if product is considered commercial IAW FAR 2.101. If product is commercial but requires modification, provide further information regarding lead time.
Assumptions
A list of any assumed Government support or Government-Furnished Property (GFP) required.
