About this file
This Request for Information (RFI) is issued by the California Department of State Hospitals (DSH) Technology Services Division to gather vendor insights on implementing a Music Therapy Program utilizing digital streaming music services and mobile hardware. DSH operates the nation's largest inpatient forensic mental health hospital system across five state hospitals with nearly 11,000 staff members. The RFI seeks information on streaming service capabilities, mobile hardware solutions, security and compliance measures, implementation support, and pricing for a HIPAA-compliant music therapy solution. Vendors must submit responses by January 22, 2025, at 4:00 p.m. Pacific Time via email to it.procurement@dsh.ca.gov. Questions regarding the RFI must be submitted by January 8, 2025, with the State responding by January 15, 2025. The RFI is informational and planning-focused; any resulting solicitation will be released in the future via Cal eProcure. Selection of vendors for demonstration day presentations will be based on the completeness and relevance of RFI responses.
DSH requires vendors to address 18 specific requirements organized across five categories: streaming service capabilities (including offline playback, custom playlists, explicit content controls, and institutional licensing), mobile hardware solutions (tablets, MP3 players, tamper-resistant features, MDM support), security and compliance (HIPAA measures, network configuration, access restrictions), implementation and support (deployment models, staff training, technical support), and estimated pricing for hardware, subscriptions, and ongoing support. Responses must be submitted using Attachment 1 (Respondent Information) and Attachment 2 (Requirements Table), with vendors selecting from eight options to indicate how they meet each requirement. The submission process requires a signed cover letter with certification that information is accurate. This RFI does not constitute a contract, and all submitted responses become public records subject to the California Public Records Act; vendors should not include confidential or proprietary information in their submissions.
