About this file
This draft Performance Work Statement (PWS) outlines requirements for a United States Special Operations Command (USSOCOM) Identity Intelligence Operations (I2O) Facility to be located within 15 miles of MacDill Air Force Base. The approximately 11,000 square foot facility will include a Top Secret Sensitive Compartmented Information Facility (SCIF) and separate Secret/Unclassified areas, designed to support 145 personnel across four shifts with 106 cubicles and six dedicated government offices. The facility must provide extensive technical infrastructure, including multiple network environments (NIPRNet, SIPRNet, JWICS), cloud services, specialized forensic laboratory spaces, and robust IT/communications capabilities with 99.99% availability.
Key technical requirements include four SOCOM network servers, two closed Dirty Net servers, eight forensic lab benches, developer and examiner workstations, video display walls, cloud services for SOFEX-S, DOMEX, and SOFEX.com, and an unclassified network support system enabling global data collection from remote locations. The contractor must ensure comprehensive security management, meet Department of Defense and Defense Intelligence Agency security standards, and provide 24/7/365 dedicated facility access. The facility will support critical intelligence functions including forensic laboratory operations, software development, and a continuous data production floor supporting Special Operations Forces worldwide.

Some of these locations block specific Top-Level Domains (TLDs) from other countries. Our “.mil” TLD, for example, is not always accessible from other geopolitical regions (the Balkans and Philippines, for example. The program must provide an avenue for this collected i2 data without associating itself with a .mil TLD. This action is NOT for obfuscation or non-attribution to SOCOM, but to ensure that anyone, from anywhere in the world, is not impeded from sending their biometric, forensic, or DOMEX data to SOCOM, and further being able to access match/response information to their submissions in NRT (near real time).
