Objective: Identify potential solutions for 9mm ammunition with enhanced terminal ballistics capabilities. The primary performance criteria is ammunition that displays barrier-blind characteristics. The ability to shoot through barriers, such as car doors, auto glass and doors and walls in buildings while maintaining a high level of terminal ballistic capability. Good performance is generally when a bullet penetrates ballistic gel and displays expansive characteristics but does not over penetrate.

Compatibility: Military issue 9mm pistols (M9, M17 and M18).

Vendors are requested to provide brochures, literature and/or information on their supply/service. Vendors are further required to provide the following information:

a.) Company name, address, phone number, primary contact(s), email address, ALL applicable NAICS code(s), business size (i.e., small/large), company's socioeconomics (i.e., woman-owned, Service Disabled Veteran Owned, HUBZone, 8(a), etc.) and SAM UID Number.

b.) Current products that are capable of meeting or that can be modified to meet the requirements identified in this RFI.

c.) Equipment place of manufacture.

d.)Typical delivery estimates
•Production capability / Maximum number of cartridges per year.
•Production capability / Estimated size of available production facility
•Estimated delivery timelines based receipt of order.
e.)Rough-Order-Magnitude (ROM)/Cost Estimate (for budgetary purposes only)
•Available Options, if any such as tiered pricing.
f.)Provide a response to following questions.
•Level of experience with Department of Defense (DoD) ammunition testing and reporting standards (examples include; configuration management, quality plans, first article testing, ammunition data cards, engineering change proposals)
•Level of experience and understanding of Contract Data Requirements list (CDRLs) and Data Item Description (DID) documents.
•Years of experience providing small caliber ammunition to the Department of Defense.
•Familiarity with Military standards for Packaging and Labeling requirements for small caliber ammunition.
•Maximum production capacity or ability to scale up production to meet maximum production quantities.
•Level of experience and success with regards to small caliber ammunition and supply chain management

g.) User(s) location and representative that agency may contact to discuss the product(s) h.) Warranty information
