INTERIM PERFORMANCE SPECIFICATION

1. SCOPE

1.1 Scope. This interim specification prescribes the performance requirements and identifies the verification procedures for the CARTRIDGE, 9 MILLIMETER, BARRIER BLIND to function using a M9, M17 and M18 Modular Handgun System (MHS), hereafter referred to simply as 9MMBB.

1.2 Type-designator. The interim designator 9MMBB referenced in this specification is of temporary origin and does not reflect a particular design, and is used as a placeholder until a final make/model designator for the specific 9mm Barrier Blind Cartridge is identified.

2. APPLICABLE DOCUMENTS

2.1 General. The documents listed in this section are specified in sections 3 and 4 of this specification. This section does not include documents cited in other sections of this specification or recommended for additional information or as examples. 2.3 Order of precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS

3.1 Design verification. A sample of the 9MMBB shall be subjected to design verification (DVT) in accordance with section 4.1 and Table II. Requirements that are established during DVT will be the baseline for first article and conformance inspections.

3.1.1 Key characteristics. The key characteristics (see 6.3) of the design that are essential to meet requirements of this performance specification shall be identified and variability limits or baselines shall be established during design verification. The key characteristics for the 9MMBB cartridges submitted for first article and conformance inspection shall conform to the baseline established during design verification.

3.1.2 Classification of characteristics. Characteristics inherent to the 9MMBB cartridge design that are not already listed in Table VI shall be identified prior to design verification and shall be classified as either a critical, major, or minor.

3.1.2.1 Critical characteristics. The characteristics of Table VI and all additional key characteristics whose nonconformance potentially results in a critical defect (see 6.7.3), including those in the purchase description shall be identified as critical.

3.1.2.2 Major characteristics. The characteristics of Table VI and all additional key characteristics whose nonconformance potentially results in a major defect (see 6.7.4), including those in the purchase description, shall be identified as major.

3.1.2.3 Minor characteristics. The characteristics of Table VI and all additional key characteristics whose nonconformance potentially results in a minor defect (see 6.7.5), including those in the purchase description, shall be identified as minor.

3.2 First article inspection. When specified (see 6.3), a sample of the 9MMBB shall be subjected to first article inspection in accordance with section 4.2.

3.3 Conformance inspection. A sample of the 9MMBB shall be subjected to conformance inspection in accordance with section 4.3.

3.4 Interface and interoperability requirements.

3.4.1 Cartridge. The 9MMBB cartridges shall comply with the

requirements of Drawing – (To be determined).

3.4.2 Weapons compatibility. The cartridge shall be functionally compatible with the standard issued weapons listed in Table I. Weapon compatibility includes, but is not limited to, being capable of being loaded, chambered, fired, and extracted after firing without binding or causing damage to the designated weapons, and without cartridge induced malfunctions.

3.4.3 Head stamp. The 9MMBB cartridge case shall be marked with a head stamp that consists of the Identification Code of the Manufacturer and the last two digits of the year of manufacture. The head stamp shall be legible and not encroach on the primer crimp or head bevel.

3.5 Operating requirements.

3.5.1 Primed case sensitivity. The primed case sensitivity variability limits, all fire height and no fire height shall be established during design verification with a run-down test. During first article and lot acceptance, the primed cases shall conform to the requirements established during design verification.

3.5.2 (Velocity). The design velocity shall be established during design verification. It is the mean velocity obtained at ambient temperature testing. The velocity shall conform to the requirements established during design verification.

3.5.3 Noise level. The average noise level impulse produced by the 9MMBB cartridge shall be established during design verification. The noise produced shall be similar to the sound level of the M1153 Special Purpose ammunition.

3.5.4 Functional reliability. The functional reliability of the 9MMBB ammunition shall be not less than 95% at an 80% confidence level when conditioned and fired at ambient temperature.

3.5.5 Function and casualty. The 9MMBB shall function without casualty at the temperature conditions in the required weapons between -40OF and +130OF (-40OC and +54OC).

3.5.6 Toxic fumes. The combustion byproducts of firing the 9MMBB from the M9, M17 and M18 shall not exceed permissible exposure limits (8 hour work day) established in current revisions of Occupational Safety and Health Administration (OSHA) Title 29 CFR 1910.1025, American Conference of Governmental Industrial Hygienists (ACGIH) - Guide to Occupational Exposure Values or military unique criteria as outlined in MIL-STD-1472.

3.5.7 Chamber Pressure. The chamber pressure shall be established during design verification. It is the mean velocity obtained at ambient temperature testing. The chamber pressure shall conform to the requirements established during design verification.

3.5.8 Dispersion. When fired from a 9mm accuracy barrel at a target 50 yards from the muzzle, the extreme spread of any individual 10-shot group shall be not greater than 4.5 inches, and the average extreme spread of all targets shall be not greater than 4.0 inches.

3.5.9 Penetration. The penetration characteristics shall be established during design verification. The penetration characteristics shall conform to the requirements established during design verification.

3.5.10 Waterproofness. The cartridge, when placed under water and subjected to a positive pressure of 29 psi and subsequently fired for velocity, shall have an average velocity that does not vary by more than ±75 feet per second from the average velocity obtained in paragraph.

3.5.11 Bullet Extraction. The average force required to separate the bullet from the cartridge case shall be not less than 75 pounds. Any individual extraction force shall be not less than 45 pounds.

3.6. Environmental requirements.

3.6.1. Operating temperatures. The 9MMBB shall remain safe, operable, and meet the functional requirements of this document throughout a temperature range from -40OF to +130OF (-40OC to +54OC).

3.6.2. Storage temperatures. The 9MMBB shall be capable of being stored throughout the temperature range of -65°F to +160°F and be safe to store and fire with no critical defects as defined in Table VII.

3.6.3. Shelf life. The 9MMBB shall meet all requirements within its operating temperature range after ten (10) years of uncontrolled storage and after twenty (20) years of controlled storage.

3.6.4. Salt fog. The cartridge shall be safe to store and fire after exposure to 96 hours of alternating 24 hour periods of salt fog environment as specified in MIL-STD-810.

3.6.5. Humidity. The cartridge shall be safe to store and fire after being subjected to a 10-day temperature/humidity cycle as specified in MIL-STD-810.

3.6.6. Chemical compatibility. The 9MMBB shall be safe to function after exposure to the chemicals and lubricants commonly used in military environments.

3.6.7. Sequential rough handling. When packaged in accordance with approved packaging provisions, the 9MMBB shall remain safe for transportation, storage, handling and use, and remain operable after being subjected to the rigors of the sequential rough handling throughout the operating temperature range of -40°F (-40°C) and +130°F (+54°C). Cartridges shall be exposed to the following conditions in this specified sequential order.

a. Secured-cargo vibration

b. 2.1 Meter drop test

c. Loose cargo test

d. 1.5 Meter drop test

3.6.8. 12 Meter drop. The 9MMBB, when packaged in accordance with approved packaging provisions, shall remain safe to handle and dispose after being subjected to the 40 ft (12.2 m) drop.

3.6.9. Electrostatic discharge (ESD).

a. Personnel-borne. In Personnel-borne environments (25 ± 1.2 kilovolts electrostatic discharge), the cartridge shall be operational and reliable without burning or exploding.

b. Helicopter-borne. When packaged and in Helicopter-borne environments (300 ± 15 kilovolts electrostatic discharge), the cartridge shall be operational without burning or exploding.

3.7. Support and ownership requirements.

3.7.1. Final hazard classification (FHC). The 9MMBB shall comply with the following hazard classification.

3.7.2. Energetic material qualification. All energetic materials used in the 9MMBB shall be qualified for military use in accordance with NATO AOP-7.

3.7.3. Demilitarization. The demilitarization of the 9MMBB cartridge shall not affect existing processes of other military pistol ammunition as outlined in DMWR 9-1300-0017-D1.

3.7.4. Lot numbering. Ammunition lot numbers shall be assigned in accordance with

MIL-STD-1168.

3.7.5. Workmanship. All items shall be free of burrs, chips, flashing, voids, sharp edges, wrinkles, deep draw scratches, scaly metal, cracks, dirt, grease, rust and other imperfections.

Cartridges shall be free of foreign material including, but not limited to, corrosion, stains, oil, sealant smears and metal chips.

4. VERIFICATION

4.1 Design verification. When specified, a sample of cartridges shall undergo design verification by analysis, demonstration, examination and test in accordance with Tables II, III,VI, VII, and applicable paragraphs within this section.

4.1.1. Key characteristics. Verify by examination of objective evidence and analysis that all key characteristics have been identified and valid variability limits have been established. A minimum of 5 sets of components, subassemblies and assemblies shall be subjected to a physical configuration audit (PCA) to establish a product uniformity baseline for the key characteristic identified in section 3.

4.1.2. Classification of characteristics. Verify by examination of objective evidence and analysis that all characteristics inherent to the design have been correctly classified.

4.1.3. Design verification rejection. If any item of the sample fails to comply with any design verification requirement specified, the design shall be rejected.

4.2. First article inspection. When specified, a sample of the 9MMBB cartridges shall be subjected to first article verification in accordance with Table II, Table IV, Table VI, and Table

VII.

4.2.1. First article key characteristics. Verify all key characteristics classified as Critical, Major, or Minor by examination of objective evidence and analysis.

4.3 Conformance verification. A sample of the 9MMBB cartridges shall undergo conformance inspection by examination, analysis, demonstration and tests as specified in accordance with Tables II, Tables III, Tables VI, and Tables VII. For conformance inspections, the same sample specimen may be used for all non-destructive examinations or tests, except the sample used in corrosion resistance.

4.3.1 Inspection lot formation. The cartridges shall be assembled into identifiable lots.

Each lot shall consist of the same type of cartridges, manufactured under essentially the same conditions. Unless otherwise specified, component parts shall be inspected and tested.

Production lot formation shall conform to requirements of MIL-STD-1168 and inspection sample formation shall conform to the requirements of MIL-STD-1916.

4.3.2 Conformance inspection by classification of characteristic. Inspection of cartridges shall be performed for known character defects as specified in Table VI as well as any design specific defects that are not listed in Table VI. Inspection sampling requirements for critical, major and minor characteristics are defined in MIL-STD-1916.

a. Sampling requirements. Inspection sampling requirements for critical, major and minor characteristics are defined in MIL-STD-1916. Unless specified otherwise, Verification Level VIII in addition to 100% utilizing Automated Acceptance Inspection Equipment (AAIE) shall be used for all characteristics defined as Critical, Verification Level IV shall be used for all characteristics defined as Majors and Verification Level II for all Minor characteristics.

b. Conformance inspection. Conformance inspection shall be performed in accordance with Table V, Table VI, and Table VII. For all conformance inspections the same sample specimen may be used for all non-destructive examinations or tests.

4.3.3 Conformance inspection rejection. If any 9MMBB cartridge fails to comply with the conformance inspection test verification, the lot shall be rejected.

b. A cumulative sample shall be established for lot acceptance that shall allow for double sample retesting. For lot acceptance testing, if the number defects found in the first test is greater than the acceptance number, a second sample, consisting of double the quantity specified for the function and casualty test, shall be fired. If the total number of defects in the combined first and second samples is greater than the acceptance number for the cumulative sample, the lot shall be rejected. 4.4 Interface and interoperability verification.

4.4.1 Cartridge. The cartridge shall be verified by standard measurement equipment or specialty gauges.

4.4.2 Weapon compatibility. Weapon interface and compatibility of the round shall be verified by successful completion of tests in Table III, IV and V. Observations shall be made during operating and environmental verification testing of the cartridge to ensure loading, chambering, firing, and extraction of the spent cartridges from the designated weapons, without incident.

4.4.3 Head stamp. The stamp on the surface of the cartridge shall be verified by visual inspection.

4.5. Operational verification. Unless otherwise stated, all testing shall be performed from the M9, M17 and M18 weapons. With approval, ballistic tests can be combined and conducted simultaneously to minimize resources and time. For any ballistic test except function and casualty, where the occurrence of a firing defect prevents the obtaining of a valid result for the characteristic being tested, the defect shall be observed, but the particular test for which the round was fired shall not be penalized. A replacement round shall be fired to obtain the data for the test.

Unless otherwise specified the following definitions describe the temperature conditions for this purchase description.

Cold: - 40oF (-40oC) Ambient: +70°F (+21°C) Hot: +125oF (+52oC)

The ammunition shall be conditioned at the respective temperatures for not less than 4 hours (not less than 2 hours for ambient). The conditioned ammunition, shall not be exposed to alternative temperature conditions for greater than 5 minutes. If so, the ammunition shall be reconditioned for not less than 4 hours.

4.5.1. Primer case sensitivity. The test shall be conducted in accordance with SCATP-

9MM, Section 9, primer sensitivity test procedure. A ball weighing 1.94 ± .02 ounces shall be used in the test. During design verification, the sensitivity rundown test shall consist of a 50-cartridge test at each 1-inch increment of height until the no fire and all fire drop heights are established.

4.5.2 Velocity. The test shall be conducted in accordance with SAAMI Z299.3, section II –

Procedures, Velocity and Pressure Procedure. The test samples shall be conditioned at 70±3.6 °F (21±2 °C) for not less than 2 hours and functioned at that temperature.

4.5.3 Noise level.

4.5.3.1 During design verification. The noise test shall be conducted in accordance with the appropriate testing procedure in TOP 1-2-608. Testing shall be conducted in an area free of any sound- reflecting surfaces within 49 meters. For all test firings, the shooter shall fire hand-held from the standing position, with the weapon’s muzzle 5 feet (1.5 m) off the ground. Five microphones shall be placed:

a. 5 meters to the rear of the weapon’s muzzle

b. 5 meters to the left of the weapon

c. 5 meters away 45º left/rear of the weapon’s muzzle

d. shooter’s left ear position, weapon fired left-handed

e. 5 meters in front of the weapon’s muzzle

Simultaneous analysis of impulse noise levels shall be made at the five locations. With the exception of the shooter's ear position, all distances are from the weapon's muzzle. Five single shots of test ammunition and five rounds of special purpose ammunition shall be fired single shot.

4.5.3.2 During first article and conformance. The test shall be conducted in accordance with DTL13038145, Appendix M, Noise Level Test Procedure. A baseline noise level shall first be established by firing M1153 Special Purpose ammunition prior to firing 9MMBB cartridges for the noise level requirement at the shooter ear location. The test setup shall be such the M1153 Special Purpose ammunition noise level is 160-175 decibels. Once the test setup establishes the baseline for the M1153 Special Purpose, the test equipment shall remain the same. The noise level shall be conducted using the M17 handgun using 9MMBB test cartridge.

4.5.4 Functional reliability. The cartridge reliability shall be verified with results from all ballistic testing performed during design verification with the exception of environmental requirement tests in 3.6.

4.5.5 Function and casualty. Testing shall be performed in general accordance with

SCATP-9MM Section 6, Function and Casualty Test. The M9, M17 and M18 weapons shall be fired using a Ransom Rest with grip inserts. Samples shall be conditioned and fired as specified in Table III, Table IV, and Table V. During design verification, the weapons and ammunition shall be subjected to temperature conditioning and fired at same temperature conditions. During first article and lot acceptance, the ammunition only shall be subjected to temperature conditioning and the weapons shall be fired at ambient temperature. Acceptance criteria shall be as specified in Table VII. The weapons shall be cleaned after every 120 rounds.

4.5.6 Toxic fumes. The toxic fumes test shall be conducted in accordance with TOP 2- 2-

614. The M9, M17 and M18 weapons with blank conversion kit installed shall be cleaned and lubricated prior to testing. Cartridges shall be conditioned and fired at ambient temperature. The weapon shall be placed in a test fixture enclosed in a sealed toxic fumes chamber. All firing shall be done remotely. Each type of ammunition shall be fired to obtain five valid trials from the weapon. The test chamber shall be considered clean when toxic fume concentrations have declined to an acceptable level. The test chamber shall be cleaned between trials.

4.5.7 Chamber Pressure. The test shall be conducted in accordance with ANSI/SAAMI z299.3, section II, Procedures, Velocity and Pressure Procedure. The test samples shall be conditioned at 70±3.6 °F (21±2 °C) for not less than 2 hours and functioned at that temperature. The conditioned ammunition shall not be exposed to alternative temperature conditions for greater than 5 minutes. If so, the ammunition shall be reconditioned for not less than 2 hours.

4.5.8 Dispersion. The test shall be conducted utilizing 2 test barrels, 5 targets for each test barrel, and 10-shot groups per target in accordance with SCATP-9MM, section 3, Accuracy Test Procedure. The test samples shall be conditioned at 70±3.6 °F (21±2 °C) for not less than 2 hours and fired at that temperature.

4.5.9 Penetration The test shall be conducted using 10% ballistic gelatin using the M9, M17, M18 mounted in a ransom rest.

4.5.9.1 Bare gelatin The bare gelatin block shall be placed 10 feet from the muzzle

4.5.9.2 Steel Barrier Two pieces of 20 gauge steel plates shall be placed 3 inches apart and placed 10 feet from the muzzle. The gelatin block shall be placed 18 inches behind the steel plates

4.5.9.3 Auto-glass Place one piece of auto-glass 10 feet from the muzzle. Place the gelatin block 18” behind the auto-glass.

4.5.9.4 High Speed Video Capture and record Ballistic penetration data using High Speed video.

4.5.10 Waterproofness The test shall be conducted in accordance with SCATP-9MM, section 8, Waterproof Test Procedure, type I Test.

4.5.11 Bullet Extraction The test shall be conducted in accordance with SCATP-9MM, section 5, Bullet Extraction Test Procedure.

4.6 Environmental verifications.

4.6.1 Operating temperatures. Operating temperatures shall be verified during function and casualty testing (see 3.6.1).

4.6.2 Storage temperatures.

a. High temperature storage. The long term high temperature storage test shall be conducted in accordance with MIL-STD-810, High Temperature, Procedure I. A sample of 120 rounds shall be subjected to continuous heating at +160°F and 15% relative humidity for 28 days. The cartridges shall then be stored under ambient conditions for 48 hours. The cartridges shall be visually inspected and function fired at ambient from the M17 and M18 weapons with blank conversion kit installed. The reliability shall be observed.

b. Low temperature storage. The long term low temperature storage test shall be conducted in accordance with MIL-STD-810, Low Temperature, Procedure I. A sample of 120 rounds shall be subjected to continuous cooling at -65°F and 15% relative humidity for 28 days.

The cartridges shall then be stored under ambient conditions for 48 hours. The cartridges shall be visually inspected and function fired at ambient from the M17 and M18 weapons with blank conversion kit installed. The reliability shall be observed.

4.6.3 Shelf life. Verify by objective evidence that the 9MMBB meets all performance requirements after specified storage conditions. If historical data on the material is not available, an accelerated aging test shall be designed and conducted.

4.6.4 Salt fog. Salt fog testing shall be performed in accordance with MIL-STD-810, Salt Fog. The test shall be conducted in intervals of 24 hours for a total of 96 hours. Remove the cartridges from the test chamber and wipe dry with absorbent paper towels. The cartridges shall be functioned immediately from the M9, M17 and M18 weapons.

4.6.5 Humidity. Testing shall be performed in accordance with MIL-STD-810, Humidity, Procedure II. A specified sample of 9MMBB shall be subjected to testing. Following the conditioning period, the conditioned cartridges shall be fired from the M9, M17 and M18.

4.6.6 Chemical compatibility. The overall test procedure shall be conducted in general accordance with TOP 3-2-609. Prior to the start, a visual inspection shall be performed on 170 cartridges (10 cartridges per chemical) to determine suitability for test. If any deficiencies are noted, the cartridges shall be removed from testing. After inspection, the cartridges shall be condition coated on marked areas of the components with absorbent pads for a period of one hour with chemicals noted in Table VIII. At the end of the test period, each sample shall be inspected for any type of reaction with the chemical. If the test sample appeared to be unaffected or only mildly affected by the chemical, the absorbent pads shall be reapplied to its initial setting for an additional 7 hours. After a total exposure time of 8 hours, the contaminants shall be wiped away. At the end of the test, the items shall be visually inspected for signs of degradation, including pitting and staining. All cartridges shall be functioned remotely from the M9, M17 and M18 weapons with blank conversion kit installed. The sample shall be failed if any rounds cannot be functioned.

4.6.7 Sequential rough handling. The 9MMBB cartridges shall be packed be packaged into a military pack configuration (two M2A2 containers in a wire bound box) for a total of six wire- bound boxes. Testing shall be in accordance with ITOP 4-2-602, Sequential Rough Handling Procedure in Table IX below.

a. Secured cargo vibration. The secured cargo vibration shall be conducted in accordance with ITOP-1-2-601. The vibration schedule employed shall replicate vehicular transportation such as semi-trailers, trucks and two-wheeled trailers that would transport packaged ammunition on their beds. The wire bounds shall be conditioned and subjected to vibration schedules as specified in Table X below.

d. 1.5 Meter drop. The 1.5 meter drop test shall be conducted in accordance with ITOP

4-2-602, Appendix C. 1.5 Meter Drop. The ammunition cans shall be conditioned and dropped as

Specified in Table XIII below. Drops shall be made from a quick-release hook attached to an overhead hoist. The cans shall be allowed to fall freely onto a homogeneous hard surface such as concrete or a steel plate. At the conclusion of the test sequence, all ammunition cans shall be opened and all of the cartridges shall be visually inspected for damage. A random sample of 200 cartridges shall be removed from each wire bound for a total of 600 cartridges per temperature group, 1200 cartridges total. Sample cartridges that are free of damage or deemed safe to fire shall be expended by function testing at ambient temperature in the M17 and M18 MH weapon system.

4.6.8 12.2 Meter drop. The 12.2 meter (4 ft) drop test shall be conducted in accordance with ITOP 4-2-601, Appendix 12.2 meter drop test. The cartridges shall be packed into a military pack in accordance with the contract. Six wire bounds shall be conditioned at +130°F and six wire bounds shall be conditioned at -40°F. The six drop orientations described in ITOP 4-2-601 shall be applied for exterior damage. Wire bounds shall be opened and cartridges shall be visually inspected.
