The Office of Personnel Management (OPM) is considering issuance of a single award Blanket Purchase Agreement (BPA) or Indefinite Delivery Indefinite Quantity (IDIQ) contract to satisfy the Government’s needs for services within the scope described in the draft PWS attached.

This RFI is intended to gather market research to help determine the best method to solicit competition for this requirement and identify potential offerors. Interested parties are encouraged to provide any feedback, comments, and questions regarding the draft Performance Work Statement (PWS) document which will help improve our requirement before issuance of the solicitation. Specifically, the government is seeking the following information:

4. Describe your capability to provide personnel that can manage and perform the requirements outlined in the draft RFP? Are these personnel on staff or would you need to on-board new staff and/or enter subcontracting arrangements?

5. What labor categories would be needed to successfully accomplish the requirements described in the draft RFP?

6. What improvements to the PWS can you recommend that would make the requirement clearer or better assure successful achievement of all USA goals?

9. Describe your capability to provide personnel that can manage and perform the requirements outlined in the draft RFI?

10. Do you support a shared services model and/or operations center?

11. Would your business consider submitting a proposal in response to a solicitation issued for this acquisition? Why or why not?

Each response shall also include:

· Company name

· Company address

· Company point of contact, phone and email address

· Company business size designations (e.g. Small Business, Women-Owned Small Business, Veteran-Owned, Disadvantaged, 8a, and HubZone) Since this is only an RFI, the Government will not be providing answers to any questions asked by interested parties, but rather using the industry responses to improve our PWS before issuance of the actual solicitation. Please submit all responses to Alisia.Goree-Martin@opm.gov by 4:00pm EST on June 21, 2024. Participation in this RFI does not constitute an offer or proposal, and no award will be made from the RFI. Participation in the RFI is voluntary and will not affect a company’s standing in any future solicitation. Thank you for your response.
