About this file
This Request for Information (RFI) is issued by the State of New Hampshire Department of Safety, Office of Highway Safety, seeking information from manufacturers regarding commercially available roadside oral fluid testing devices for potential use in impaired driving investigations. The RFI is designed to gather technical, operational, and cost information to evaluate available technologies for potential integration into enforcement operations, including use by Drug Recognition Experts (DREs). The submission should be provided electronically in PDF format with clear references to each section and question, and responses should be directed to Trooper Samuel P. Provenza, Special Enforcement Unit Commander - Drug Recognition Expert Unit, at Samuel.P.Provenza@DOS.NH.GOV or 603-223-6162. The RFI does not constitute a solicitation, commitment, or obligation to issue a Request for Proposal (RFP) or award a contract.
Vendor responses should address comprehensive device specifications, including handheld portability, drug detection capabilities with specific inclusion of fentanyl testing, performance metrics, data management and reporting features, printing and connectivity options, power and battery specifications, consumable cartridge costs, maintenance and support requirements, durability and field use data, and initial and ongoing cost information. Additionally, vendors should provide product brochures, technical specifications, independent validation or field study data, information on current law enforcement users, and details on training requirements and availability, including training costs, train-the-trainer programs, and estimated officer training time. The RFI emphasizes the need for information on software updates, firmware capabilities, drug panel updates, and comprehensive implementation support and training during deployment.
