About this file

This is a Request for Information (RFI) document issued by WSSC Water, a Maryland water utility, for market research purposes regarding biosolids management and product development opportunities. The RFI seeks information from industry contractors on strategies to reduce operating costs and establish sustainable beneficial reuse pathways for biosolids generated at WSSC Water's Piscataway Bioenergy Facility. WSSC Water is interested in blending approximately 60,000 wet tons annually of Class A biosolids with feedstocks including water treatment residuals (WTR) from the Potomac Water Filtration Plant (up to 40,000 wet tons annually), sand, and wood fines to improve product quality and develop marketable products. The agency also seeks contractor information regarding availability of permitted land for a biosolids blending and product development facility, with the contractor responsible for staffing and operations. This RFI is for information gathering only and does not constitute a Request for Proposal, commitment to contract, or promise of future solicitation. Responses are due at the contractor's expense with no compensation provided by WSSC Water. Not responding does not preclude participation in any future solicitation. Potential offerors should monitor the WSSC Water Supplier Portal System at wsscwater.com/supplier for future solicitation announcements.

Contractors are requested to provide information addressing multiple key areas including proposed project site location and availability, blending and product development operations, hauling capabilities, cost estimates, and revenue-sharing arrangements. Critical to WSSC Water's needs is compliance with PFAS regulations recently enacted in Maryland and Virginia, which limit PFOA and PFOS concentrations in biosolids to 25 parts per billion; as of July 2026, WSSC Water's Bioenergy Cake exceeds this threshold. Contractors should provide non-binding cost estimates for hauling, tipping fees, capital costs, operating costs, and revenue-sharing assumptions, along with evidence of prior experience operating similar biosolids product development facilities. The response should include recommended project delivery methods such as public-private partnership arrangements, project phases, permitting requirements, implementation timelines, risk assessments, and clearly defined cost allocation and responsibility structures. No specific response deadline, award date, or contract term information is provided in this RFI document.

2 BACKGROUND

2.1 WSSC Water Biosolids Operations

WSSC Water’s Piscataway Bioenergy Facility generates approximately 60,000 wet tons (WT) of biosolids per year. Dewatered biosolids from WSSC Water’s six individual WRRFs are trucked to the Piscataway Bioenergy Facility for additional processing utilizing thermal hydrolysis and anaerobic digestion to generate a Class A biosolids product.

WSSC Water currently utilizes a third-party contractor to haul and land apply biosolids to agricultural land. In July 2026, WSSC Water obtained its Class A Biosolids permit in Maryland.

With this permit, WSSC Water’s biosolids are now eligible for beneficial reuse applications beyond traditional agricultural land application, expanding opportunities for diversified, sustainable, and value-added uses.

PFAS. During the 2026 legislative session, Virginia and Maryland passed bills that established a tiered approach to restricting PFAS levels in biosolids. If PFOA + PFOS concentrations in biosolids are greater than 25 parts per billion (ppb), utilities may land apply biosolids at a reduced rate or blend or commingle biosolids to get PFOA + PFOS levels below the 25 ppb threshold. As of July 2026, the running annual average (RAA) concentration of PFOS + PFOA in Bioenergy cake is above the 25 ppb threshold, as shown in Figure 1 below.
