THIS IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT SYNOPSIS FOR MARKET RESEARCH PURPOSES ONLY. The Marine Corps Forces Special Operations Command (MARFORSOC) Contracting Office is conducting market research to determine availability of Companies that are capable of providing Direct Action Training Support, as identified in the attached draft Statement of Work (SOW). This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this RFI / Sources Sought.
The Government (MARFORSOC) is seeking responses to this RFI / Sources Sought Synopsis from all interested businesses capable of providing the requirements identified in the draft SOW. Small businesses, in all socioeconomic categories (e.g., 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned Small Business, Women-Owned Small Business, etc.) are encouraged to identify capabilities in meeting the requirements at fair market prices.
Please provide a summary of your Company capabilities and identify how you support the requirement. Based on responses received, the Government will determine if a follow-on Request for Quote (RFQ) will be restricted to small businesses and posted for formal quotes / responses.
Also, please provide any comments, recommended changes, or questions regarding the SOW. The Government (MARFORSOC) will review and consider any Contractor suggested changes or recommendations, on methods to improve the SOW and or options to reduce resulting overall contract price and cost, while still achieving the required FTE and Episodic support.
Description of the requirement include:
1. Description of Supplies and Services:
Direct Action Instructors and Support Staff in accordance with the general and specified requirements of the Statement of Work.

This requirement is to provide the MARSOC Marine Raider Training Center (MRTC) component with the requested qualified manpower augmentation to support training on a full time and episodic basis. Contractors will be required to meet/maintain qualification standards and perform as specified in the attached Statement of Work.
The anticipated contract type is FFP/IDIQ. The estimated period of performance shall be for a 5 year ordering period.
2. The estimated period of performance:
15 March 2022 - 14 March 2023 (Base) 15 March 2023 - 14 March 2024 (Option 1) 15 March 2024 - 14 March 2025 (Option 2) 15 March 2025 - 14 March 2026 (Option 3) 15 March 2026 - 14 March 2027 (Option 4) 15 March 2028 - 14 September 2028 (Six Mo Ex)
3. NAICS code / PSC Description for this requirement (TBD):
611699, All Other Miscellaneous Schools and Instruction with a size standard of $12M.
Product Service Code Description: R499 (SUPPORT-PROFESSIONAL: OTHER) or 541990, All Other Professional, Scientific and Technical Services with a size standard of $16.5M.
Product Service Code Description: U099 (EDUCATION/TRAINING: OTHER)
Request interested Companies responding to this RFI / Sources Sough Synopsis provide, at a minimum, the following information:
1. Firm's name, profile, address, DUNS number, CAGE code, point of contact, telephone number, and email address.
2. Firm's capability to perform the required services. Please be specific with relevant contracts of same or similar in nature of work, size, and complexity. Include contract description, dollar value, and customer POC.
3. Firm's business size (large or small) and all applicable socio-economic category information (i.e., SDB, 8(a) HUBZ, EDWOSB, WOSB, SDVOSB, etc.).
4. Responses are limited to email correspondence, and limited to 20 pages.
Questions regarding this RFI / Sources Sought announcement shall be submitted by 12:00PM Eastern Standard Time (EST) on 04 November 2021. After this deadline, questions will not be considered regarding this announcement.
The RFI / Sources Sought responses must be received by 12:00PM EST on 12 November 2021. Late submissions will not be considered.
Interested vendors are encouraged to review the information requested above carefully, along with the attached SOW, and ensure a complete response for thorough consideration. The Government will not review general capability statements. Please ensure submissions are tailored to this specific Direct Action requirement.
