About this file
This Request for Information (RFI) from the Department of the Interior (DOI) seeks industry input on enterprise hosting solutions for large-scale data center and cloud migration strategies. DOI currently operates 871 data center facilities across 46 locations, including 250 significant IT systems and approximately 200 software/license applications, with established cloud environments in Amazon Web Services, Microsoft Azure, and Google. The RFI aims to explore strategies for consolidating data centers, modernizing legacy systems, preventing cloud sprawl, and improving cost efficiency and mission performance.
Interested parties must submit written responses by July 16, 2025, at 10:00 a.m. Eastern Time to the Contracting Officer via email. Additionally, a limited number of in-person or virtual capability briefings will be held on July 17-18, 2025, at the Main Interior Building in Washington DC. Vendors selected for briefings will have 2-hour time slots to present responses to five key questions, including outlining strategies for hosting solutions, providing implementation timelines and cost estimates, designing organizational structures, and identifying potential participating companies with relevant past performance. The RFI is for information and planning purposes only and does not constitute a solicitation or commitment to a binding contract.

Request for Information
DOI Hosting Strategy
Data Center and Cloud Analysis
1. Purpose and Objective The purpose of this requirement is to explore strategies and approaches for large enterprise hosting solutions for organizations. The government is seeking information and recommendations on the best path forward for ensuring a solid infrastructure for its information technology needs. DOI wants to eliminate any unnecessary duplication of efforts and/or IT solutions.
Responses to this request for information will identify strategies, methods, and technologies on how industry would approach achieving an enterprise hosting solution for an entity like DOI and could consider items such as: fast-tracking the consolidation and/or closure of data centers, accelerating the adoption of new technologies for legacy applications and systems, and offering strategies/methods to prevent further cloud sprawl of DOI’s cloud hosting environment.
For this document, any reference to data center should be interpreted to mean a facility owned and operated by DOI containing IT computing devices that store or process DOI business data and information.
2. Background Currently, DOI operates 871 data center facilities in 46 locations across the US and American Samoa. The table below summarizes DOI’s data center inventory by tier-level1, the # of physical servers, and the gross square footage.
Tier Level as defined by uptime1 # of data centers # of physical servers Sum of Gross Floor Area Tier 2 11 114 12,279 Tier 1 25 201 18,268 Non-tiered 835 1,092 17,045 Total 871 1,407 47,592
These non-tiered locations exist for a myriad of reasons including, convenience, insufficient network connectivity capacity that requires onsite data storage and system processing, and other specialized circumstances requiring network isolation.

RFI – Data Center Migration
Within the data centers, DOI operates approximately 250 significant IT systems and countless other small applications that span a wide array of technologies and range from modern system platforms to legacy systems at risk of technological obsolescence.
In addition to the physical data centers, DOI has established department single enterprise environments (DSE) for the major cloud service providers in Amazon Web Services (East- West), Microsoft Azure, Google, and others. The DOI’s DSE provides interconnections between Department resources and the commercial cloud environment, cyber security controls, and continuous monitoring capabilities for all Interior consumers hosted within the environment. Additionally, DOI’s supports ~ 200 software/licenses as service applications that are separate cloud instances and not part of the DSE.
RFI OBJECTIVE
The purpose of this RFI is part of the acquisition planning and market research phase for acquisition related to large enterprise hosting solutions and the input received from this RFI will be considered in preparing future related official acquisition packages.
The RFI is for information and planning purposes only. It is not a commitment by the Government and does not constitute a solicitation. Responses to this notice are not and cannot be accepted by the Government to form a binding contract. A Request for Proposal is not a part of this RFI, and a task order/contract will not be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests.
HOW TO RESPOND
Written Responses to the questions are due no later than July 16, 2025 @ 10:00 a.m.
Eastern Time (ET). Interested parties are advised to email their responses directly to the Contracting Officer Stephanie McCullough at stephanie_mccullough@ibc.doi.gov.
The Government will acknowledge receipt of your response.
In addition to written responses, there will be a limited number of opportunities to provide an in-person or virtual capabilities briefing to address the responses provided to this RFI. In person briefings will be held at the Main Interior Building in Washington DC. Tentative dates for the capability briefings are July 17 and July 18, 2025.
If you would like to schedule a capability briefing, email your request to the Contracting Officer identified above. If availability exists for the presentation, confirmation will be provided. Once the vendor receives confirmation, presenters will have 2 days to submit a high-level response, not to exceed two-pages single sided, highlighting experience in architecting, establishing, and managing enterprise-wide hosting solutions as well as experience in migration of technology solutions from legacy to modern. If the vendor mailto:S mailto:stephanie_mccullough@ibc.doi.gov
RFI – Data Center Migration response is not received and verified, the capabilities briefing will be canceled and the time slot will be provided to another waitlisted vendor.
Capability briefings will be 2-hour time slots with 1 hour to present responses to the questions below and up to 1 hour for the Government Team to ask questions. Vendors should limit company highlights to less than 7 minutes of the 1-hour presentation and focus the briefing on responses to the questions. The capabilities briefings will need to address the following questions within the timeframe specified.
1. Given the scenario described in the background and objective above, outline your plan or strategy, to include robust detail, to facilitate DOI’s achievement of improved cost efficiency and mission performance related to an enterprise hosting solution to include but not limited to needed changes to hosting and workload provisioning. Please identify technologies, approaches, or methodologies that could be applied. Please identify any technology that would facilitate analysis of the current scenario or modernizing current environments.
2. For any recommendation, please include a timeline and where possible identify longer-term and quick win options.
3. For any recommendation, please identify anticipated costs for implementation and anticipated level of and timeframes to realize return on investment.
4. How would you design an organizational structure to support the on-going maintenance and operations?
5. Please identify any companies that could participate in an undertaking following your potential approach and examples of past performance that demonstrate success in comparable challenges.
