About this file
This is a Request for Information (RFI) issued by the Princeton Plasma Physics Laboratory (PPPL) Procurement Division for Commercial Off-The-Shelf (COTS) Arc Rated Clothing suppliers. PPPL seeks to identify qualified vendors capable of supplying arc-rated apparel complying with ASTM F1506-2015, F1959/F1959M-2015, D6413-99, and OSHA 29 CFR 1910.331-.335 Subpart S and 1910.269 standards. The anticipated contract will be structured as a Blanket Purchase Agreement (BPA) with a one-year base period and four consecutive one-year option periods, commencing October 1, 2026. Vendors must demonstrate inventory breadth across multiple size ranges, provide firm-fixed pricing with corporate or volume-based discounts, and commit to the full five-year term with fixed pricing parameters.
Interested vendors must submit capability statements addressing eleven specific sections by Tuesday, August 11, 2026, to Marissa Zara (mzara@pppl.gov). Critical requirements include Oracle Cloud/ERP punchout integration capability using cXML or OCI protocols to automate procurement workflows; automated monthly transaction summaries due by the 10th of each month; return procedures and user allocation management with real-time spending limit enforcement; registration in the Princeton Prime Supplier Portal for electronic invoicing and direct deposit; delivery of compliance certifications and Material Safety Data Sheets (MSDS/SDS) for flame-resistant chemical treatments; and capability to manage individual yearly user dollar allocations with dynamic balance restoration following returns. The RFI also includes a Vendor Submission Form template (Appendix A) that vendors must complete systematically without alterations, providing explicit cross-references to supporting regulatory certifications and technical documentation.

REQUEST FOR INFORMATION (RFI)
COMMERCIAL OFF-THE-SHELF (COTS) ARC RATED CLOTHING
1.0 PURPOSE AND OBJECTIVE
The Princeton Plasma Physics Laboratory (PPPL) is issuing this Request for Information (RFI) to identify qualified sources and capability statements from providers capable of supplying Commercial Off-The- Shelf (COTS) Arc Rated Clothing.
PPPL anticipates a five-year contract structured as a Blanket Purchase Agreement (BPA) with a one (1) year base period and four (4) consecutive one-year option periods for renewal which is anticipated to start on October 1, 2026. Additionally, PPPL is seeking information regarding suppliers who can support an integrated punchout ordering procedure to streamline procurement.
2.0 TECHNICAL REQUIREMENTS & APPLICABLE DOCUMENTS
Suppliers must demonstrate that their standard COTS offerings comply fully with the following standards and regulations:
• ASTM F1506-2015: Standard Performance Specification for Textile Materials for Wearing Apparel for Use by Electrical Workers Exposed to Momentary Electric Arc and Related Thermal Hazards.
• F1959/F1959M-2015: Standard Test Method for Determining the Arc Thermal Performance Value of Materials for Clothing.
• D6413-99: Standard Test Method for Flame Resistance of Textiles (Vertical Test).
• OSHA 29 CFR 1910.331-.335 Subpart S: Electrical Utilization Systems (Employee safeguarding).
• OSHA 29 CFR 1910.269: Electric Power Generation, Transmission, and Distribution operation and maintenance safety.
3.0 CAPABILITY STATEMENT & RESPONSE INSTRUCTIONS
Interested vendors are requested to provide a response mirroring the anticipated contractual framework of PPPL. Please address your capabilities against each of the following sections derived from PPPL's standard Blanket Purchase Agreement template:
• Section 3.1: Workscope & Technical Compliance Confirm your ability to supply COTS arc-rated clothing meeting all specifications in Section 2.0.
Describe your inventory breadth, size ranges, and stock availability.
• Section 3.2: Supplier Information & Ordering Contact Provide your corporate details, GSA schedule number (if applicable), and designated points of contact for ordering and administrative inquiries.
• Section 3.3: Price Schedule & Commerciality
Confirm your ability to provide firm-fixed pricing for the commodities listed. Please specify any corporate, institutional, or volume-based discounts your platform can offer over standard market pricing. Describe how you manage market-based updates for future additions or design updates.
• Section 3.4: Period of Performance Commitment Confirm your capability to support a five (5) year term agreement, structured as a 1-year base period with four (4) 1-year option periods for renewal.
• Section 3.5: Transaction & Summary Reports Confirm your ability to submit a monthly summary report detailing part numbers, quantities, descriptions, order dates, and the authorized user's identifier on or before the 10th of the following month.
• Section 3.6: Ordering & Punchout Procedures (Oracle Integration)
PPPL is actively seeking to modernize and automate our internal procurement workflows to significantly minimize manual administrative management from the Procurement Division. Detail your platform's capability to host an e-procurement punchout catalog to interface directly with an Oracle Cloud/ERP system to facilitate this automation. Specify compatibility protocols supported (e.g., cXML, OCI) for seamless shopping cart transfer and electronic purchase order retrieval.
• Section 3.7: Deliverables Provide your standard commercial delivery lead times and your capability to provide compliance certifications for testing standards as deliverables.
• Section 3.8 & 3.9: Billing, Invoicing, and Princeton Portal Registration Confirm your willingness to register and maintain your profile in the Princeton Prime Supplier Portal to facilitate electronic invoicing and direct deposit payments.
• Section 3.10: Chemical Safety Data Sheets (SDS) Confirm that any treated textile or flame-resistant chemical elements embedded in the clothing are accompanied by a Material Safety Data Sheet (MSDS) or Safety Data Sheet (SDS) where applicable.
• Section 3.11: Return Procedures & User Allocation Management Confirm capability in managing and handling size exchanges, incorrect shipments, or defective goods, including timeline constraints, return shipping responsibilities, and system-to-system credit tracking. Within this framework, explicitly address your platform's capability to manage and control limits on PPPL's yearly dollar allocation per individual user. It is the supplier's responsibility to automatically manage, track, and display these spending limits within the system. For example, if a user's annual allocation is $600 and an order is processed for $500, the remaining balance is $100. If a subsequent return is processed for $200, the system must dynamically adjust to show a remaining unused balance of $300 available for future purchases.
