About this file

This document is a Request for Information (RFI) from the Defense Health Agency (DHA) regarding the Expanded Competitive Plans Demonstration (CPD) program, Solicitation Number HT9402-24-RFI-0217. The RFI seeks information from Managed Care Entities (MCEs) on their ability to support a statewide or regional TRICARE beneficiary enrollment program, including administrative infrastructure, minimum enrollment requirements, regulatory compliance, and service delivery capabilities. The RFI also includes general questions for industry, such as the likelihood of participation if the contract is solicited as a commercial service contract. The RFI instructs respondents to submit their comments and questions using the provided Excel template by July 31, 2024. The expanded CPD program is expected to begin healthcare delivery in Calendar Year 2026, with additional markets transitioning in during Calendar Year 2027. The Government is interested in testing alternative payment and delivery models and understanding MCEs' willingness to take financial risk for the enrolled population.
