About this file
This document is a Request for Information (RFI) issued by the Defense Health Agency (DHA) regarding the planned expansion of the Competitive Plans Demonstration (CPD) program. The CPD allows TRICARE beneficiaries in selected markets to enroll with a local or regional health plan to receive their TRICARE benefits.
The RFI outlines the DHA's plans to expand the CPD to three additional markets, with health care delivery expected to begin in 2026 and 2028. The expanded CPD will allow eligible beneficiaries to enroll with either the CPD contractor or an existing regional TRICARE Managed Care Support Contractor. The government is interested in testing alternative payment and delivery models, and is seeking information from industry on their willingness to take financial risk for healthcare and administrative costs. The RFI includes a set of detailed questions for industry on topics such as enrollment, performance metrics, pharmacy benefits, and transition support. Responses to the RFI are due by July 31, 2024.
