1. Purpose In accordance with Federal Acquisition Regulation (FAR) clause 52.215-3 Request For Information, the Department of State’s (DOS) Office of Consolidated Customer Support (CCS), is issuing this Request For Information (RFI) as part of market research, to forge a partnership with industry to provide a comprehensive approach to improve the end-to-end processes involved with managing people and resources in the organization. The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation of responses. This RFI shall not be construed as a formal solicitation or an obligation on part of DOS to acquire any product or services. Submission of any information in response to this RFI is completely voluntary and any cost associated with submission shall not be reimbursed by the Government. The information requested will be used by DOS to facilitate decision making. All information received in response to this RFI marked “Proprietary” will be handled accordingly. Responses to the RFI will not be returned. As stated in FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI will assist DOS in determining the potential level of interest, competition adequacy, and technical capabilities of commercial industry to provide the required products and services. The Government does not guarantee any action beyond this RFI.

Note that a similar recent RFI (19AQMM22N0043) was issued for small businesses only, and response to this RFI is open to all. If you responded to the previous RFI, you need not respond to this one too.

2. Background The Department of State’s CCS office is seeking information on a cloud-based faxing solution to migrate from slow and costly manual/semi-automated faxing processes to an enterprise-wide, scalable, secure, and cloud-based fax system that offers increased efficiency and security. The goal is to reduce time and costs associated with manual faxing. Maintaining fax devices, fax servers, toner/ink, paper, analog fax lines, along with support staff for operational sustainment, can be costly. Additionally, manually faxing documents burdens staff who must remain physically present while sending/receiving faxes, especially if there is sensitive or PII/PHI information transmitted. Unattended fax machines can introduce security risks. An enterprise cloud fax solution will allow DOS users to remotely fax from their endpoint devices and can be integrated with content management applications which provide document management. In addition, this is a critical opportunity to improve and simplify a vital communication requirement that allows users to send and receive faxes in the cloud through an email program or web portal without the on-premises hardware or software to manage while simultaneously reducing the physical footprint and capital expenditures cost to DOS.

CCS requires the vendor to provide the products and associated support services necessary to design, customize, install, integrate, and maintain a Cloud-Based Faxing Solution Service. Primary requirements include, but are not limited to the following:

2.1. The solution must be FedRAMP certified Moderate

2.2. Must meet HIPAA, CJIS and PII compliancy.

2.3. The solution must be cloud-hosted and cloud-managed.

2.4. The solution must be capable for disaster recovery/failover.

2.5. The solution must fully integrate with the DOS ServiceNow ITSM platform to seamlessly update ServiceNow tickets.

2.6. Ability to integrate with the Department’s Federated Identity Management System such as PKI and Multifactor Authentication solutions, such as Azure AD and Okta.

2.7. Provide serverless faxing capabilities to reduce administrative and maintenance issues.

2.8. Provide single sign-on integration capabilities.

2.9. Ability to assign multiple users a single DID (Direct Inward Dialing), such as a department main fax number.

2.10. Ability to use the current DOS fax numbers.

2.11. Ability for department staff to receive faxes from a single DID, such as a department main fax number.

2.12. Ability for user to forward their fax mailbox when on leave.

2.13. Users must be able to send faxes from their Microsoft O365 Email account.

2.14. Users must be able to send faxes through an email or a web portal by attaching electronic documents from any endpoint devices.

2.15. Users must be able to receive, view and forward faxes through email or a web portal from any endpoint devices.
