About this file

This is a Request for Information (RFI) issued by the U.S. Coast Guard seeking industry input on facilities capable of storing and maintaining surface asset equipment. The RFI seeks facilities near Pascagoula, MS; Curtis Bay, MD; Charleston, SC; Alameda, CA; Panama City, FL; or Mobile, AL with up to 60,000 square feet of space, capable of storing items weighing up to 120,000 pounds and 20 feet tall. Desired facility characteristics include climate-controlled storage with consistent temperature (55-85°F), humidity control, fire suppression systems, electrical infrastructure, security monitoring, and ability to support equipment maintenance and preservation activities.

Interested companies are requested to provide details including company name, website, point of contact, capabilities narrative, storage location information, potential government information needs, and risks/challenges associated with the proposed services. Responses must be submitted electronically to Gregory.J.Foster@uscg.mil by June 30, 2025. The RFI covers a wide range of representative equipment including propulsion systems, generators, pumps, hydraulic systems, boat handling equipment, and various mechanical and electrical components used in Coast Guard surface assets. This market research effort does not guarantee a future Request for Proposal and will not result in compensation for responding companies.

1.0 Description

This notice is a Request for Information (RFI) only. This RFI is issued by the United States Coast Guard (USCG) for information and planning purposes, pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. All participants are advised that the Government will not pay for any information or administrative costs that result from responding to this RFI. All costs associated with responding to this RFI will be at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

2.0 Purpose

The purpose of this RFI is for the USCG to gain an understanding of the capacity, location, availability, and extent of industry facilities and capabilities suitable for USCG Surface Asset equipment handling, storage, protection, and third-party access for maintenance-related activities.

Representative equipment for which this RFI applies may include, but is not limited to:

Watertight doors, scuttles, and hatches Fuel and Lube Oil purifiers Main propulsion engines Fuel and Lube Oil pumps Reduction and/or combining gears Seawater Cooling pumps Propulsion shaft bearing assemblies Sewage System equipment Stern tube and strut bearings Chill Water pumps Stern tube and shaft seals Fire pumps Controllable Pitch Propeller system pumps Aqueous Film Forming Foam pumps Bow thruster equipment Bilge and ballast pumps Ship Service Diesel Generator sets Reverse Osmosis System equipment Ship Service Switchboards Potable Water Service pumps Transformers Transom and sideport doors Frequency converters Stern door hydraulic system equipment Motor controllers Heat exchangers Bus tie and circuit breakers Hydraulic power modules Anchor windlass with capstan Oily Water Separator System equipment Mooring and warping capstans Carriage and boat retrieval winches Steering System equipment Boat handling cranes Rudder bearings and rudder stock assembly Boat davit Air Conditioning System equipment Dehydrator Refrigeration System equipment Air compressors Steering System equipment Ventilation fans Rudder bearings and rudder stock assembly Fan coil units Trash compactor Incinerator

2.2 Facility Characteristics and Capabilities of Interest

Facility characteristics and capabilities of interest include 1) warehouse operations including equipment receiving, inspection, inventory tracking, movement and placement in storage, and ship-out; 2) dedicated, secure, climate-controlled extended duration storage with electrical infrastructure able to accommodate hotel services for equipment while in storage; and 3) space and infrastructure for third-party access to equipment for preservation maintenance, parts removal, preservation, packaging and packing and disposal preparation activities.

Desired facility(ies) location and characteristics are summarized below.

Location Proximity (approximate 50-mile radius) to Pascagoula, MS; Curtis Bay, MD;

Charleston, SC; Alameda, CA; Panama City, FL; and or Mobile, Alabama.

Space Up to approximately 60,000 square feet, not including space for material and weight handling equipment operation. Able to accommodate up to a 120,000-pound individual item weight, and up to a 20-foot item height. Desire storage of all items in a position above the 100-year floodplain. Installed lighting sufficient for equipment maintenance, parts removal, and equipment movement and handling activities. Ability to provide additional / surge capacity in 20,000 square foot increments. A single facility, or a combination of facilities in one or more locations are acceptable, with a preference for fewer facilities.

Duration Facility availability for up to three years of continuous storage and access services.

Environmental Ability to maintain a constant temperature (within 55 to 85 degrees Fahrenheit) and humidity (not greater than 50% relative humidity) in the storage space, including environmental control systems for space heating, air conditioning, and humidity control, and to maintain ventilation during maintenance-related activities.

Monitoring and fire suppression

Installed fire and smoke detection and fire suppression system with automatic external notifications for alarm activation.

Power Electrical infrastructure to support equipment maintenance, hotel services during storage, and weight handling equipment.

Hotel services during storage

Hotel services needed for equipment in storage may include for example dry air circulation and individual equipment heating.

Weight Handling Installed ability to safely lift and orient equipment to facilitate maintenance, parts access, and preservation, packaging, and packing activities.

Material Handling Cranes, forklifts, or other suitable means for movement of equipment into and within the facility.

Hazardous Materials Approved for introduction and use of hazardous materials for equipment while in storage, and for the USCG or a third party to complete preservation maintenance and preservation and packaging tasks (e.g., lubricants, oils, and preservative treatments).

Physical security Access controlled with security monitoring and physical security.

Other Insured for equipment and facility damage during equipment handling and while equipment is in storage.
