About this file

This is a Sources Sought Request for Information (SS-RFI) issued by the U.S. Citizenship and Immigration Services (USCIS) Office of the Chief Financial Officer for professional services to configure and implement OneStream, a commercial off-the-shelf financial management software platform. The RFI is for market research purposes only and does not constitute a binding solicitation. USCIS seeks to expand its existing OneStream deployment, currently used for Planning, Programming, and Budget Execution (PPBE), to encompass Financial Closeout, Payroll Management, Financial Reconciliation, and guided reporting functions within the Financial Management Division. The contractor will be responsible for system configuration, production deployment, ongoing maintenance, data integration from external systems (including FFMS, NFC, and other ancillary systems), security compliance, knowledge transfer, and program management. USCIS has identified at least two small businesses capable of meeting the requirement and is conducting additional market research to determine the number of small business offerors with expertise under NAICS codes 541511, 541512, and 541219 on the GSA MAS schedule.

Responses must be submitted by 5:00 PM ET on March 23, 2026, via email to David.p.Hershey@uscis.dhs.gov and LaTonja.P.Ware@uscis.dhs.gov with the subject line "70SBUR26I00000009 USCIS OCFO OneStream for FMD." Responses are limited to six pages and must include a one-page cover letter with company information, UEI, CAGE code, and socioeconomic status; two pages demonstrating large-scale OneStream implementation experience exclusively within federal government agencies as the primary implementer; two pages addressing staffing resources and personnel expertise; and one optional page on partnership approach. The requirement will be competed as a Performance Work Statement, and only respondents to this RFI who are found capable of fully delivering the requirement within the project timeline will receive the subsequent solicitation. USCIS reserves the right to use information from responses in preparing future RFQs/RFPs. Proprietary information should not be included, and responses will not be returned.

U.S. Citizenship and Immigration Services

Office of the Chief Financial Officer

OneStream Implementation for Financial Management

Request for Information/Sources Sought Notice

THIS IS A SOURCES SOUGHT REQUEST FOR INFORMATION (SS-RFI)

1. Overview

United States Citizenship and Immigration Services (USCIS) requests that interested vendors provide evidence that they are capable of meeting or exceeding scope of requirements identified below.

USCIS is issuing this Sources Sought, Request for Information (SS-RFI) for market research on professional services for configuring OneStream, the commercial off-the-shelf (COTS), to meet the requirements of the Financial Management Division of OCFO for Financial Closeout, Payroll

Management, and Financial Reconciliation and guided reporting.

This notice is issued solely for the purpose of conducting market research and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. No solicitation is being issued at this time and the Government makes no assertion that a solicitation will be issued.

Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the Government's eventual acquisition approach. Additionally, the Government is not obligated to, and will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding.

2. Background

USCIS Office of Chief Financial Officer (CFO) is responsible for ensuring sound stewardship of USCIS fiscal resources, delivery of accurate and timely financial reporting, improvement of financial management processes, and strengthening of enterprise risk management and internal control.

To accomplish its mission, the USCIS CFO has a requirement for professional services to expand the use of the OneStream system within Financial Management. USCIS OCFO has procured OneStream on a

Software-as-a-Service (SaaS) basis and currently leverages it for budget formulation and execution, i.e., Planning, Programming, and Budget Execution (PPBE), with planned expansion into people planning and strategic alignment. The system is hosted by OneStream, and USCIS holds sufficient software licenses.

Under the same licenses USCIS can significantly expand the usage of OneStream to cover other areas of its operations that still rely on legacy technology and tool.

3. Objective

USCIS conducted initial Market Research and identified at least two small businesses that can meet the requirement.

With this RFI, USCIS is soliciting additional interest from the industry to finalize its Market Research.

This RFI will fulfill the following objectives:

• Determine number of small business offerors that possess expertise in the execution of the agency requirement under NAICS 541511, 541512, 541219 on the GSA MAS

• Determine number of small business offerors that possess solid expertise in federal financial management and are experts in OneStream implementations for federal government customers.

The Solicitation will be sent only to those offerors who: 1) respond to this RFI; and 2) will be found capable to fully delivering the requirement within the timeline of this task order.

4. Scope of the Requirement

USCIS OCFO seeks professional services for system configuration, production deployment, and ongoing maintenance of the OneStream platform, specifically for Financial Management Division functions. This effort excludes work related to Planning, Programming, and Budget Execution.

The contractor will implement Financial Closeout, Payroll Management, Financial Reconciliation, and reporting for commitments, obligations, and unliquidated obligations, in accordance with USCIS OCFO

FMD requirements. Services include integrating data from external systems (such as FFMS, NFC, and other ancillary systems), maintaining system security compliance, facilitating knowledge transfer to federal staff, and providing program and project management.

The contractor must demonstrate expertise in OneStream software, federal financial management, and relevant federal systems (including Treasury and NFC). Experience with DHS financial processes is preferred. Responsibilities include configuring OneStream for financial consolidation and closeout, replacing legacy tools, ensuring payroll management and reconciliation, integrating data from USCIS systems, and delivering guided and narrative reporting compliant with DHS HQ requirements.

USCIS plans to compete this requirement as a Performance Work Statement (draft of the PWS is attached to this RFI).

5. Response Format and Guidelines

In response to this RFI, the offerors are requested to provide the following:

• Provide a cover letter that includes company name, address, point of contact information, and

Unique Entity ID (UEI) and CAGE code. Identify your company’s size/socioeconomic status as it relates to the NAICS codes indicated. List any relevant GSA, OASIS+, or other schedule your company may hold. Identify the size/socioeconomic status of any subcontractors you propose to use to meet the requirements if do not possess capabilities and experience on all technical platform as the prime contractor – 1 page.

3 | P a g e

• Highlight your company’s experience and corporate capabilities in executing large-scale

OneStream implementations exclusively within federal government agencies. Your response must demonstrate that your company served as the primary implementer—rather than solely acting as a Program Management Office (PMO) or subcontractor with limited involvement.

Please highlight projects where your organization led the implementation effort and delivered substantial, measurable outcomes for federal clients – 2 pages.

• Discuss your company’s ability to provide staffing resources to successfully complete the implementation. The government seeks assurance that the Offeror has a sufficient number of personnel with demonstrated expertise in OneStream implementations to fulfill the requirement, ensuring that all phases of the project are fully staffed and resourced without the need for last-minute recruitment or resource gaps – 2 pages.

• Partnership approach (if applicable) – 1 page.

Responses to this RFI/Sources Sought Notice are due no later than 5:00PM ET on March 23, 2026.

Responses shall be submitted via email to both David.p.Hershey@uscis.dhs.gov and

LaTonja.P.Ware@uscis.dhs.gov and shall not exceed 6 pages in length (including the cover letter).

Please include in the subject of your email, 70SBUR26I00000009 USCIS OCFO OneStream for FMD.

Any information received in response to this RFI may be used by USCIS during its preparation of a subsequent RFQ/RFP including the specifications, instructions for proposal preparation, and evaluation criteria.

Proprietary information should not be included in responses.
