About this file
This is a market research survey issued by the Defense Logistics Agency (DLA) Troop Support for planned competitive Long-Term Contracts (LTCs) for wood products delivery to 21 states and territories under the Tailored Logistics Support Program (TLSP). The survey requests information from potential vendors to inform contract development.
The contracting opportunity encompasses 19 line items of wood products including lumber (softwood and hardwood in various dimensions), railroad ties, utility poles, and plywood sheets. Annual demand quantities range from 3 units for 40-foot utility poles to 682,445 board feet for 2" x 6" x 16' softwood lumber. Delivery is FOB Destination to customers in North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, Texas, Minnesota, Iowa, Arkansas, Louisiana, Wisconsin, Illinois, Mississippi, Kentucky, Indiana, Ohio, Missouri, Michigan, Central America, South America, and the Caribbean. The Government intends to issue a solicitation with a 100% Small Business Set Aside under the Trade Agreements Act, with pricing solicited on truckload quantities and standard delivery within 14 days. The survey requests responses by November 16, 2026, to be submitted to Diane Bowen at Diane.Bowen@DLA.mil.
The nine-question survey elicits vendor capability information including business size classification, product distribution capability, current customer base, supply chain challenges, lead time requirements for each line item, infrastructure and warehousing arrangements, implementation timeline, surge capacity capability at 50% above normal demand, and typical truckload quantities with surge capability indicators for each product.

6. Please describe, succinctly but completely as possible, the infrastructure you would need to set up to accomplish delivery of the listed schedule of supplies to the potential delivery points cited on page one. Please explain in terms of the physical facilities and equipment that you would lease or otherwise acquire as well as any arrangements and agreements you would plan to make with trucking and warehousing firms, source stuff facilities, etc.
7. How long of a ramp-up period (implementation period) would you require to set up the infrastructure described above?
8. Surge and Sustainment is defined as increased quantities and/or accelerated delivery rates required to meet the Services’ requirements across a broad spectrum of contingencies. The increased quantity and accelerated delivery rate are above and beyond the normal peacetime requirements. For these items, a surge quantity option would be considered (For Example, 50% above normal demand). Are there particular items that would be difficult to provide a substantial increase in quantity combined with an accelerated delivery?
