Technical Network Analysis Group – Container (TNAG-C) Capability Questionnaire

1. AMIC request your review, feedback and response. Your responses to the subject shall include a brief synopsis.

2. The cover page/letter shall not exceed two (2) pages for the following information requested in support of paragraphs 2-4.

• Name of Company

• Company Address

• Company Cage Code

• Company DUNS

• Company Unique Entity Identifier (UEI)

• URL

• Identify business status/size (i.e. Small Disadvantaged Business, Women-owned, Alaska Native, Native Hawaiian, HUBzone)

• Point(s) of contact phone number(s) and e-mail address(es) for this request

3. NAICS code 541990 (All Other Professional, Scientific, and Technical Services) has been determined applicable for this effort. However, the Government is considering other recommendations, if submitted.

4. Identify any available Contract Vehicle(s) to procure these services, if available (i.e. IDIQ).

5. The responses to paragraphs/numbers 6-13 shall not exceed seven (7) pages.

6. Is it your intent to submit a proposal as a prime contractor for this requirement?

7. Has your company previously provided Internet Protocol (IP) Flow Analysis of government procured historic network data sources that repeatedly identified maritime logistics shipments suspected of containing illicit commodities for the Department of Defense (DOD) or Law Enforcement agencies? If so, please provide the following:

a. A brief description of the scope, objectives and technical background (preferably 2-4 examples) demonstrating your firm’s understanding of IP Flow Analysis on current relevant contract actions (preferably in the past five years) for similar/comparable effort(s) that meet the program requirements.

b. Identify contract(s) that you have previously worked on that are similar in scope to the TNAG-C requirement. Please provide the following:

• Identify the Contract Number(s)

• Identify the Awarding Agency/Organization

• Identify the Contact name(s)

• Identify the Contact information (i.e. phone and email addresses)

• Identify the Geographic location(s)

Identify the payment mechanism the government used to pay for your services / Primary Contract Type (i.e. Firm Fixed Price, Fixed Price Level of Effort)

8. Do you anticipate any difficulties with acquiring a trained workforce to support this requirement?

a. If so, please identify any issues with sourcing candidates to meet the required Qualifications and Skills and/or provide any suggestions to improve the Qualifications and Skills.

9. The Government is considering a 45-day transition period to assume the current workload without degradation to mission capability. The Government request your feedback on the minimum recommended timeline to fully support this effort (i.e. on-boarding qualified personnel).

a. Provide a rationale for any concerns inhibiting the establishment of operational capability during a 45-day transition period.

b. If a 45-day transition is not attainable, how long do you project it will take to establish operational capability?

c. Identify any limiting factors (i.e. such as security) that may delay performance.

10. Please briefly describe your firm’s experience with transitioning in/out of requirement actions.

11. What are the areas that you see as moderate to high risks in providing this support?

12. Would the award of a six-month base period hinder your company from proposing on this effort? If so, please explain. (Note: Option Periods one (1) through four (4) shall each have a one-year period)

13. The Government requests a preliminary Top Secret Facility Clearance (FCL) Certification Statement. Please provide a self-certifying statement that the offeror possess an approved Top Secret FCL, to include the cage code for which the clearance is approved.

Offerors that are unpopulated Joint Ventures may be determined capable to meet this requirement by each members of the Joint Venture possessing a TOP SECRET facility security clearance.
