MEMORANDUM FOR RECORD – ELIGIBLE 8(A) FIRMS ONLY

SUBJECT: Request for Information (RFI) for Department of Defense (DoD) Counter-Narcotics Enterprise Technical Network Analysis Group – Container (TNAG-C)

1. The Government is seeking industry input from 8(a) eligible firms at this time under the auspices of the Federal Acquisition Regulation (FAR) Part 19.8. The Department of Defense (DoD), United States Air Force, Air Combat Command (ACC), Acquisition Management Integration Center (AMIC) is issuing this Request for Information (RFI) as a means of conducting market research. Market research is being conducted to assist in determining the acquisition strategy for the subject requirement. The information provided from this request will also be used to determine market capability. THIS ANNOUNCEMENT CLOSES AT

3:00 PM (ET), 29 AUGUST 2022.

2. The objective is to support the Nimitz Operational Intelligence Center (Nimitz OIC) to develop an organic, fully manned, Internet Protocol (IP) web-based communication technical analysis capability within its Counter Narcotics Division (CN Division) to detect and monitor global suspected, or confirmed, illicit maritime containerized cargo movements. Contractor services support intelligence program and functions designed to support U.S. DoD, Law Enforcement, and Intelligence Community entities globally as an independent function or in conjunction with Partner Nations.

3. The scope of this effort is to provide non-personal services on IP traffic analysis that supports newly identified, or ongoing Nimitz OIC CN Division, analytic efforts to detect and monitor illicit maritime narcotics trafficking and associated networks on a global scale. The requested services shall include - the identification, processing, analysis, comprehension, and profiling of illicit indicators associated with historic web-based IP communication transactions. This transactional analysis is fused/correlated with other sources of information contained within classified and unclassified data repositories for All-Source analysis/production.

4. The primary places of performance is the National Maritime Intelligence Center (NMIC) at

4251 Suitland Road, Suitland MD 20395 and Customs and Border Protection (CBP) National Targeting Center (NTC) at 22330 Glenn Drive, Sterling, VA 20164.

5. An award is planned for 31 January 2023, if not earlier. The period of performance for this effort will consist of a six (6) month base period with four (4) one-year options. A transition period of forty-five (45) days is included in the base period. The Government is contemplating a Firm-Fixed-Price (FFP) contract to fulfill these requirements, however other contract types will be considered.

6. Please review the attached draft Controlled Unclassified Information (CUI) TNAG-C

Performance Work Statement (PWS), capability questionnaire, and provide any input that you would like the Government to consider as we formulate the acquisition. If you are an 8(a) firm and you believe that your company is capable of supporting this effort, please submit your responses to the capability questionnaire to the Contract Manager, Ms. Edna Johnson-Smith at edna.johnson_smith@us.af.mil and courtesy copy the Contracting Officer, Ms. Sherrita Muse at sherrita.muse@us.af.mil no later than (NLT) 3:00 pm (ET) 29 August 2022. Your response will be limited to seven (7) letter-size pages or less (not including the cover letter/page), in Microsoft Word or Portable Document format (PDF), using Times New Roman 12-point font. Please mark any information that you wish to be protected as “acquisition sensitive” or “proprietary.”

8. The principal nature of the requirement is consistent NAICS - 541990. However, other

NAICS may be considered.

9. This RFI does not constitute a solicitation or a promise to issue a solicitation in the future.

This RFI does not commit the Government to contract for any supply or service whatsoever, and at this time, no proposals are requested. Please be aware that your responses will be used solely for market research purposes.
