About this file
This is a Request for Information (RFI) issued by the Maryland Department of General Services, Office of State Procurement, seeking market research data on bulk propane gas suppliers. The RFI solicitation number is BPM054692, issued on December 29, 2025, with responses due by January 13, 2026, at 4:00 PM local time. The state intends to subsequently award a fixed-price, indefinite delivery, indefinite quantity contract for the supply and delivery of bulk propane gas to various locations throughout Maryland. The anticipated contract term is multiple years with potential renewal options, though the exact term has not yet been finalized. Contract awards may be designated by geographic region across six defined state regions (A through F), with the possibility of reserving one or more portions for small businesses, minority-owned businesses, and veteran-owned businesses. No formal bidders' conference has been scheduled at this time, though DGS OSP may conduct information sessions as needed for data collection purposes only.
Respondents must submit current pricing per gallon for each of the six state regions, with prices based on current CPU-I and PPI indices. The RFI specifically requests that responding vendors provide accurate sample quotes or bid samples as part of their response. Responses should identify delivery capabilities by county and region, socioeconomic certifications (MBE, VSBE, or Small Business), and should address whether specifications are restrictive, opportunities for MBE/VSBE subcontracting participation, and potential areas suitable for small business set-asides. Small businesses, minority-owned businesses, and veteran-owned businesses are strongly encouraged to respond. This RFI is explicitly stated to not constitute a commitment to issue a subsequent procurement, award a contract, or reimburse response costs; however, submission information may be used for future procurement planning purposes.
