Request for Information on Emerging Requirement for GVSC Technical and Engineering Services
W56HZV-20-GVSCTES
Army Contracting Command – Warren (ACC-WRN) is in the planning stage for an emerging requirement and is seeking additional information from interested offerors. Please see below for information.
DESCRIPTION OF INTENT. Through the results of this survey, Ground Vehicle Systems Center (GVSC) hopes to gain a better understanding of the capabilities of individual industry members to provide a range of Technical and Engineering Services to GVSC and its customers within the Program Executive Offices. We seek to identify both small and large business contractors who possess the required technical expertise, corporate experience, and staffing capabilities. In the event the requirement is later solicited, it is planned to be solicited under North American Industry Classification Systems (NAICS) code 541330 – Engineering Services, and will result in a single contract award. Work packages under the projected contract may be issued as individual defined Task Orders. The estimated ceiling value of this procurement is approximately $160 Million over two years, and the specific customers of this acquisition will be GVSC and its customers including Project and Product Managers in both the Program Executive Offices (PEOs) for Combat Support and Combat Service Support (PEO CS&CSS) and for Ground Combat Systems (GCS).
PROPRIETARY INFORMATION. The Government acknowledges its statutory and regulatory obligations to protect confidential information provided to the Government. Pursuant to this statute, the Government is not willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this RFI. Thus, organizations responding to this RFI should exclude trade secrets and company-proprietary data and information from their responses.

DESCRIPTION OF REQUIREMENT: In executing its Science and Technology missions, GVSC develops and manages Science and Technology including Technology Enabled Capability Demonstration (TECD) programs, and provides technical engineering services to other Army/Government organizations in the Government ground systems domain. The engineering and technical services include lifecycle engineering to the Program and Project Managers in all phases of the life cycle from Material Solution Analysis to Operations & Support including the acquisition and development of their main weapon systems platforms, software development and Post Production Software Support (PPSS), electrical and electronics architectures, science and technology and research and development projects, security engineering and systems engineering. These efforts may also be performed on projects within GVSC, or managed and supported by GVSC personnel. These missions emphasize technical engineering services for Program and Project Managers within PEO-Ground Combat Systems and PEO Combat Support & Combat Service Support or their successor organizations. Engineering and technical service support to GVSC under the projected Task Order entails a systems engineering approach to analyzing, developing and enhancing ongoing GVSC programs.
Task Order Performance Work Statement: A DRAFT of the Performance Work Statement (PWS) is attached at the end of this survey. The primary requirement of this contract is to provide lifecycle engineering services which includes a mix of engineering and technical services, R&D expertise, and product transition, training and field support efforts. The specific work areas expected to be included in the PWS, to be further defined by individual WDs, are provided in DRAFT Format for offerors review. All of these work areas are in support of military ground vehicles or associated military systems.
The Government’s requirement is for 753,253 engineering hours per year over two years for a total of 1,500,000 engineering hours, plus the option of spending $12M per year over two years for a total of $24M in material, and $3M per year for travel for a total of $6M in travel. The projected period of performance of this program will be three years with an additional year of performance.
For the purposes of this survey, the contractor should assume that approximately 80 percent of the WDs issued will have performance locations within the continental United States (CONUS), whereas the remaining 20 percent will have performance locations outside the continental United States (OCONUS). Work may occur at various CONUS and OCONUS locations. Overseas locations may include, e.g. Kuwait, Afghanistan, Iraq, and Germany. Possession and maintenance of a valid SECRET clearance will be required for all contractor personnel assigned work under the projected Task Order. Some of the personnel assigned to perform work on this prospective Task Order will be required to qualify for Common Access Cards (CAC) and will routinely handle Government “For Official Use Only” information. There is no anticipation that these authorizations would be provided to Local Nationals (LNs) or Third Country Nationals (TCNs). Additionally, a valid SECRET clearance with COMSEC handling and storage capabilities is required for the contractor’s facility at the time of award. The anticipated division of the 753,253 labor hours per year is as follows:
421,822 man-hours (211 Full Time Equivalents) of onsite services at Detroit Arsenal, Warren MI and Selfridge Air National Guard Base, Chesterfield, MI
331,431 man-hours (166 Full Time Equivalents) of offsite services at contractor location(s) or OCONUS Government locations.
Instructions for Completing the Questionnaire. The Government will not accept any telephone inquiries or comments regarding this survey – NO EXCEPTIONS. All questions, comments, and/or concerns must be included in your survey response. Additionally, the Government is not available for personal visits for the purpose of discussing this survey. Emails or phone calls requesting personal visits will not receive a reply.

Responses shall be in a Word document format that is compatible with Microsoft Office 2013 or Adobe Acrobat PDF Reader 9.0. If desired, responses may solely address the question number so as not to repeat the question in each response. Please spell out each acronym used in your responses, the first time it appears. Part 2: Technical Questionnaire:
1. Does your company have facilities meeting the requirements stated below within 30 miles of GVSC, which is located at 6501 East 11Mile Road, Warren, MI 48397-5000? If so, please indicate the address of the facilities, the CAGE code for the facilities, and briefly (no more than one page) describe how it meets the requirements.
(a) Is capable of storing and working on a Double “V” Hull Stryker vehicle that weighs approximately 60,000 pounds.
(b) Has a garage door that is at least 14 foot wide by 12 foot tall.
(c) Has a high bay space of at least 5,000 square feet with a minimum ceiling height of 14 foot tall.
(d) Has a vehicle exhaust removal system capable of evacuating all of the exhaust occurring from a vehicle ejecting 700 Cubic Feet per Minute. The exhaust system shall include a flexible hose at least 5.5 inches in diameter which can reach vehicle positions on the ground up to 14 foot elevation from the middle to rear of the vehicle bay, with suction ends able to withstand 600°F exhaust temperatures without deformation.
(e) Is capable of providing at least 300 amps of 28 Volts Direct Current (VDC) power to the NATO Slave connector on the vehicle.
(f) Has workstations for at least eight Government engineers that are a minimum of 6-foot by 7-foot.
(g) Has workstations for at least eight contractor engineers.
(h) Has a conference room that accommodates a minimum of 14 people.
(i) Is capable of handling and storing military Communications Security (COMSEC) equipment including radios IAW AR 380-40, Chapter 8, Controlled Cryptographic Item (CCI) handling, shipping, storage, and use chapter.
(j) Is capable of handling and safeguarding information and equipment at a SECRET security level.
2. Does your company have a SECRET security clearance level or higher? If yes, what clearance level is it? Does it include COMSEC handling and storage capabilities?
3. In a table format taking no more than two pages total, explain your company’s capabilities emphasizing how it corresponds to the specific work areas as described in the DRAFT Performance Work Statement. The table shall include individual rows for each GVSC work area from Technical Engineering Management (C.4.1) through Configuration Management (C.4.21) in the first column. The second column shall include a summary statement(s) describing your company’s capabilities related to the column one work areas and the sub-paragraphs thereunder. The third column shall specify the extent to which your company is capable of performing all of the efforts of each major work area without reliance on partners or other entities; please use percentages from 0%-100% as the value in the column.
4. Describe (in no more than 2 pages) any plans for the use of subcontractors/teaming arrangements/other sources necessary to perform the work identified in the DRAFT Performance Work Statement as they relate to C.4.1 through C.4.21. Identify if any of the planned subcontractors are small businesses under the referenced NAICS. Please identify which major work areas your company plans to have a subcontractor or teammate perform.
5. Briefly describe your company’s experience gained in the last three years in the following areas noted below. Give a brief description of the PWS/SOW for the contract. Responses for each area referenced shall be no more than a one page.
a. Systems integration of autonomy technologies and Warfighter-Machine Interface for both manned and unmanned military ground vehicle systems.
b. Engineering of embedded systems software for a military ground vehicle system or sub-system.
c. Development of electrical power systems utilizing the end output referenced in MIL-STD-1275 and MIL-PRF-GCS600A for a military ground vehicle.
