Tanks Course (PL2288) equips Federal and State pipeline safety inspectors/specialists/engineers with adequate knowledge and tools to conduct an appropriate inspection of breakout tanks. It is crucial for OPS inspectors and technical staff to become familiar with these adopted recommended practices to effectively enforce them.
2.0. OBJECTIVE
To support its efforts in providing state-of-the-art training and educational opportunities to the pipeline industry, TQ requires a qualified contractor to present courses and seminars in the areas of pipeline safety and compliance, regulatory training, and to further revise/develop course materials in the same areas as needed due to regulatory policy changes and updates.

• Subject Matter Expert (SME): Experts in a field of study as it relates to the pipeline industry, such as safety, security, investigations, compliance, regulations, assessment, etc.
• Associate Instructor: Contract and volunteer SME instructors for TQ located in cities across the United States. Travel is the only cost reimbursed for Associate Instructor volunteers.
• Course Manager: Federal PHMSA employee
4.0. TASKS

The course manual consists of multiple chapters for its content and basis for instruction. This content must be revised regularly to be current with the latest technologies and regulations, as well as to incorporate student comments for improvements from previous classes. These revisions and updates are summarized as follows:
4.1 Conduct Training Courses/Seminars

The training will focus on methods that inspectors can use to verify compliance with those regulations that have the highest impact on tank integrity, operation, and maintenance. The compliance evaluation methods shall be prioritized so an inspector may adapt their inspection scope depending on how much time they have to devote to each breakout tank facility. Typically, since inspections of breakout tank facilities are conducted in association with an audit of the entire pipeline facility, an inspector may have only one day per pipeline breakout tank facility (2 to 3 tanks) to perform the record and field verification of regulatory compliance. If a breakout tank complex is large enough or is a stand-alone third-party facility, federal and state inspectors may be able to dedicate 3 to 4 days for inspection of the tank facility.
The Training Plan, Course Design Document, and Lesson Plans will be provided to the contractor upon notice of award.
Task 3: Provide 35 hours of training in the Safety Evaluation of Break Tanks Course
• The Contractor will provide 3 to 5 questions per hour of instruction for student learning knowledge assessment. A minimum of 100 questions must be provided.
