About this file

This is a Request for Information (RFI) from the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) regarding Bedside Patient Monitoring Systems (BPMS) standardization. The VA seeks to consolidate diverse bedside monitoring solutions into a unified integration point using Oracle Health's CareAware, VA's Data Access Services (DAS) SPOE, and VA's Compass Router infrastructure. The RFI addresses four interface workflows: discrete vitals, patient demographics, telemetry waveform strip reporting, and bedside 12-lead ECG studies. While three workflows have defined pathways, the VA requires middleware that can ingest raw 12-lead ECG data from modern bedside patient monitors (such as Philips MX800, GE Carescape B450, and Spacelabs Qube), format the data into structures compatible with the Oracle Health Record, and transmit to specified EHR endpoints. This standardization approach aims to enhance patient safety, improve clinical workflow efficiency, reduce duplicate testing, and ensure consistent information flow across VA Medical Centers and associated facilities including Primary, Secondary, and Community Based Outpatient Clinics (CBOCs).

Responses must be submitted by 4:30 PM Eastern Standard Time on Friday, June 20, 2025, to kevin.pendleton@va.gov in Microsoft Word format with a 15-page limit (excluding cover sheet, index, and optional resumes). The RFI requires vendors to provide capability statements, case studies demonstrating similar implementations for organizations comparable to the VA in scope and complexity, names of five previous clients, system requirements and architecture diagrams, and responses to a detailed questionnaire addressing employee resources, small business status, pricing methodology, implementation capabilities across multiple sites, warranty and support terms, risk mitigation strategies, and rough order of magnitude for delivery. This is market research only; no contract award or payment is anticipated based on responses, and all submissions become Government property.

REQUEST FOR INFORMATION (RFI)

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e), this is not a solicitation. Requests for a solicitation or offers will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this RFI. This notice does not constitute a commitment by the United States (U.S.) Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI. The purpose of this RFI is solely for market research and to gather input for use in further defining the requirement only, and identify alternative solutions, and to identify interested and potentially capable vendors to fulfill requirements for the acquisition of:

1. BACKGROUND:

Veterans Health Administration (VHA) has identified BEDSIDE PATIENT MONITORING SYSTEMS (BPMS) as candidate items for standardization. Standardization aims to obtain uniform, quality products at the best prices possible. VA Medical Centers (VAMCs) have previously purchased the selected items through more minor, individual VAMC contracts and the Federal Supply Schedule (FSS) contracts.

The proposed solution for BPMS aims to consolidate the diverse array of existing solutions into a unified integration point that streamlines data capture, exchange, and consumption across the enterprise. This standardized approach will enhance patient safety, improve clinical workflow efficiency, enable a wider variety of facility-specific point-of-care solutions based on facility needs while maintaining standard integration, and ensure accurate data integration, providing a reliable monitoring experience.

The proposed solution is to standardize interface middleware by leveraging Oracle Health’s CareAware, VA's Data Access Services (DAS) SPOE (System Point of Entry), and VA's Compass Router infrastructure. Four interface workflows support patient monitoring: discrete vitals, patient demographics, telemetry waveform strip reporting, and bedside 12-lead ECG studies. With standardization of these interfaces, information flow from the BPMS into the Federal EHR will be consistent across different point-of-care devices. Three of the four workflows already have well-defined pathways within VA:

VA and Oracle Health have jointly created a vendor-agnostic Interface Control Document (ICD) for patient demographics and wave strip reporting. CareAware is the standard offering from Oracle Health for discrete vitals.

This solution will add a standardized 12-lead ECG workflow to provide complete diagnostic-quality tracing directly from the patient bedside monitor using VA’s existing Compass Router infrastructure. Adding this integration point will reduce duplicate testing and enable seamless data transfer to the EHR and cardiology systems, improving efficiency, documentation quality, and consistency.

This vendor-agnostic approach supports the diversity of clinical practices across the enterprise by enabling standardized integration. It considers local clinical workflows, allowing variation in monitoring practices while balancing interoperability and clinical flexibility.

Bedside Patient Monitoring Systems (BPMS) are clinical devices used in medical facilities to monitor real-time physiological data, including respiratory rate, blood pressure, oxygen saturation, and electrocardiograms (ECG). These systems display locally and send data to central monitoring stations, enabling continuous monitoring, more efficient nurse operations, early detection of significant changes in patient condition, and faster clinical responses.

These systems are increasingly integrated with electronic health records (EHRs). The scope of this standardization solution profile is to establish consistent, interoperable data interfaces between BPMS and hospital-based EHRs to ensure accurate, timely patient record updates free of manual entry errors. Standardizing these interfaces improves care coordination, enhances patient safety and workflow efficiency, and enables workflow options that were previously unavailable electronically.

* All information in the RFI is subject to change and does not bind the Government in any manner.

CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information shall be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).

2. SALIENT CHARACTERISTICS

The BPMS shall accept raw 12-Lead ECG data and patient demographics from any modern bedside patient monitor (e.g. Philips MX800, GE Carescape B450, Spacelabs Qube), formats the ECG data into the structure the Oracle Health Record will accept, and transmits the data to the specified EHR endpoint.
