About this file
This is a Request for Information (RFI) issued by the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) for Bedside Patient Monitoring Systems (BPMS) 12-Lead ECG Formatting middleware solutions. The VA seeks off-the-shelf middleware capable of ingesting raw 12-lead ECG waveform data and patient demographics from modern bedside patient monitors (Philips MX800, GE Carescape B450, Spacelabs Qube), formatting the data into DICOM structure compatible with Oracle Health Record, and transmitting to a VA DICOM router endpoint. The solution must process studies in less than 10 seconds, operate in near-real-time without batch scheduling, support durable queuing and recovery mechanisms, and be deployable across approximately 172 VA hospitals covering up to 20,000 bedside monitors. The VA explicitly requires an existing commercial solution rather than custom development due to time constraints.
Responses must be submitted via email to kevin.pendleton@va.gov by 4:30 PM EST on Thursday, September 3, 2026, with subject line "BEDSIDE PATIENT MONITORING SYSTEMS (BPMS) – YOUR COMPANY NAME." Response format includes a one-page cover sheet, index page (not counted against page limit), and five-page maximum capability statement addressing company information, business size designation under NAICS code 334510, past performance case studies demonstrating 12-lead ECG formatting experience with similarly complex organizations, current product version and deployment information, alignment with salient characteristics, minimum system requirements, and answers to technical questionnaire items covering system capacity, Oracle/Cerner EHR integration experience, bedside monitor compatibility across major manufacturers (Philips, SpaceLabs, GE, Nihon Koden, Mindray, Draeger), data flow architecture, operational monitoring requirements, and rough order of magnitude pricing. This RFI is for market research and planning purposes only; responses are not offers and do not bind the Government to award a contract.

Bedside Patient Monitoring Systems (BPMS) – 12-Lead ECG Formatting
REQUEST FOR INFORMATION (RFI)
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e), this is not a solicitation. Requests for a solicitation or offers will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this
RFI. This notice does not constitute a commitment by the United States (U.S.) Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI. The purpose of this RFI is solely for market research and to gather input for use in further defining the requirement only, and identify alternative solutions, and to identify interested and potentially capable vendors to fulfill requirements for the acquisition of:
1. BACKGROUND:
The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) has identified
BEDSIDE PATIENT MONITORING SYSTEMS (BPMS) as candidate items for integration standardization. In support of this effort, standard pathways for each data source (e.g. discrete vitals, electrocardiogram [ECG]) are being defined and built out for all sources of BPMS patient data.
The proposed solution for BPMS aims to consolidate the diverse array of existing solutions into a unified integration point that streamlines data capture, exchange, and consumption across the enterprise. This standardized approach will enhance patient safety, improve clinical workflow efficiency, enable a wider variety of facility-specific point-of-care solutions based on facility needs while maintaining standard integration, and ensure accurate data integration, while providing a reliable monitoring experience. Four interface workflows support patient monitoring: discrete vitals, patient demographics, telemetry waveform strip reporting, and bedside 12-lead ECG studies. With standardization of these interfaces, information flow from disparate BPMS into the Federal EHR will be consistent across different point-of-care devices.
While the VA has worked out integration solutions for three of the four, a need exists for middleware that can ingest 12-lead ECG data from BPMS, format it, and deliver it to the appropriate endpoint.
* All information in this RFI is subject to change and does not bind the Government in any manner. *
CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information shall be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
2. SALIENT CHARACTERISTICS:
The solution shall accept raw 12-Lead ECG waveform data and patient demographics from modern bedside patient monitors (e.g. Philips MX800, GE Carescape B450, Spacelabs Qube), format the ECG data into the Digital Imaging and Communications in Medicine
(DICOM) structure the Oracle Health Record will accept (preserving the raw waveform data and metadata) and transmit the data to the specified EHR endpoint (a VA DICOM router).
The VA requires a solution that exists off the shelf for this purpose rather than a solution that would need to be designed and developed due to time constraints.
The VA anticipates this solution would be in use at most of its 172 hospitals, to cover up to approximately 20,000 bedside patient monitors. This solution would specifically ingest and format 12-lead ECGs (not derived ECGs) from bedside patient monitors. Processing time is expected to be <10 seconds per study and the data should flow in near-real-time and not scheduled/batched, while permitting or requiring durable queuing, retry, and recovery when the destination or network is temporarily unavailable.

https://www.ecfr.gov/current/title-13/chapter-I/part-121/subpart-A/subject-group-ECFR0fca5207262de47/section-121.406#p-121.406(b)(5)
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on
Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than $7.5 million dollars in annual receipts and fewer than 500 employees. Annual receipts of a concern that has been in business for 3 or more complete fiscal years means the annual average gross revenue of the concern taken for the last 3 fiscal years. Annual receipts of a concern that has been in business for less than 3 complete fiscal years means its total receipts for the period it has been in business, divided by the number of weeks including fractions of a week that it has been in business, and multiplied by 52. Respondents are cautioned, however, that this is a general description only. Additional standards and conditions apply. Please refer to Federal Acquisition
Regulation FAR 19 for additional detailed information on Small Business Size
Standards. The FAR is available at https://www.acquisition.gov/.
d. New implementation/fielding of equipment:
1. How many sites/devices/ECGs are you capable of supporting with a single instance of your system? What are the maximum number of ECGs/hour, concurrent receipts, and processing latencies of your system? Are there other factors that would indicate for installing multiple instances of the system vs. a single instance nationally?
2. Has your system been used to format and route ECGs for other Oracle/Cerner
EHR implementations? Provide a very brief explanation/description of this work.
3. Would any new software development (not including configuring it for new environments) be required to alter your system in order to meet the requirements of the RFI?
4. Would your system be able to distinguish between derived and true 12-Lead
ECGs and route based on this distinction? If so, how would it accomplish this and what occurs when the distinction cannot be made?
5. Would your system have any incompatibility with major players in the US
Bedside Patient Monitoring market? (e.g. Philips, SpaceLabs, GE, Nihon Koden, http://www.arnet.gov/far/current/html/FARTOCP19.html
Mindray, Draeger) For the listed manufacturers, provide a current support matrix identifying bedside monitor manufacturer, product family/model, software version if applicable, source format/protocol, and any required central station, gateway, interface license, receiver, or other component. Identify whether each interface is commercially available and production-deployed today or would require new software development.
6. Provide a process map/data flow map detailing how your solution works from ingestion to delivery to the VA DICOM Router endpoint.
7. Does the system require any routine monitoring once configured and deployed?
How is this accomplished for other implementations you have performed (e.g. on-site staff monitors and maintains, contracted support, etc.)?
8. Provide Rough Order of Magnitude (ROM) for delivery based on the requirements provided in this RFI, to include licensing, interfacing, implementation, maintenance, and third-party costs.
4. RESPONSES:
Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. This notice shall not be construed as a commitment by the Government to issue a solicitation, or ultimately award a contract, nor does it restrict the
Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. Your responses may be shared with all stakeholders, thus, information received will not be considered proprietary.
