About this file
This is a Request for Information (RFI) document containing specific questions about BCMS (Blast Containment Management System) server maintenance services at Kirtland Air Force Base, NM. The document includes seven detailed questions seeking industry feedback on topics including PWS clarity, As-Built drawings requirements, maintenance frequency recommendations, CLIN structure appropriateness, and the value of conducting site visits. The proposed CLIN structure outlines five primary components: initial system assessment/upgrade, annual system checks, preventative maintenance (quarterly/semi-annual), critical parts procurement, and 24/7 emergency maintenance (15 hours NTE).
The Department of Air Force Material Command Nuclear Weapons Center is seeking these services under NAICS code 811210 (size standard $34M) and PSC J059. The work involves maintaining, sustaining, and upgrading the Kirtland Underground Munitions Maintenance and Storage Complex (KUMMSC) BCMS, requiring expertise in Allen Bradley control systems, SCADA system software, and building control systems. Responses are due by January 9, 2025, at 1200 PM MST, and must be submitted electronically to the specified contracting officer and specialist. The facility is designated as a Restricted Area requiring escorts, with potential access limitations due to mission requirements.

BCMS SERVER MAINTENANCE REQUEST FOR INFORMATION (RFI)
Government Questions
1. Are there any areas within the PWS that are unclear/ambiguous?
2. The Government is presently trying to locate existing As-Built drawings for this facility system; if existing As-Built drawings are unable to be located would creating As-Builts from scratch cause a significant increase in cost for such services vs. just field-verifying/updating existing As-Builts? Please note the facility this work will be performed at is a Restricted Area and requires escorts; short notice limited or no access to the facility may occur due to mission requirements.
3. The Government is estimating that preventative maintenance for this system should be performed either on a semi-annual or quarterly basis. Would your company concur this is typical for a same/similar system in the commercial marketplace, or would you recommend that maintenance on this system be performed less or more frequently?
4. If you have any additional feedback on the Draft PWS please provide here.
5. Would there be any value added in holding a Site Visit during the solicitation process so as to better understand the requirement and/or assist with more accurate pricing?
6. Listed below is the anticipated CLIN structure for a resultant contract; would this CLIN structure for invoicing be appropriate or would you recommend the CLINs be structured differently for these types of services? In particular for the Emergency Maintenance, we are trying to find the best way to structure that CLIN for invoicing as we’ve encountered issues with other contracts for our office that simply priced that CLIN out by an overall job price. The contract would be Firm-Fixed Price.
