About this file
This is a Request for Information (RFI) issued by the Department of Homeland Security/United States Secret Service for an Autonomous Robotic Training System designed for law enforcement shooting and tactical response training applications. The RFI is for procurement planning purposes only and does not constitute a commitment to issue a solicitation or award a contract. Responses will not be reimbursed by the Government.
The contemplated effort would be structured as a firm fixed price contract with a one-year base period and four one-year option periods, with an estimated total contract value of $9.9 million. The NAICS code is 541330 (Engineering Services). The required system includes one autonomous robotic system comprising eight all-terrain autonomous robot infantry targets, one autonomous robotic vehicle target, and four close-quarters battle (CQB) autonomous robotic infantry targets. All targets must provide real-time response in live fire scenarios including flinching and audio response when hit, hit detection and indication, ballistic protection from various ammunition calibers, and capability to perform tactical tasks such as patrolling, scattering to cover, and coordinated movements. Additionally, the system requires three command and control stations, two communication range extension kits, one smart range trailer, one T100 transportation trailer, and support services including full-time vendor operators at the James J. Rowley Training Center, comprehensive personnel training, maintenance and technical support, system integration, spare parts provision, and maintenance logging. Contractors must demonstrate recent (within five years) and relevant experience in full-time on-premises support, ongoing warranty and software upgrades, robot operation and maintenance, and support services. Capability statements must not exceed three pages in 12-point Times New Roman font and should address understanding, capability, approach, qualifications, past experience, and identified risks with mitigation strategies. Small business concerns may submit statements including large business teaming partners, provided the prime contractor performs at least 50 percent of manufacturing costs excluding materials. Responses must include organizational information, CAGE code, UEI number, small business classification under NAICS Code 541330, point of contact details, capability descriptions, and organizational history with similar requirements. All responses must be submitted electronically via email no later than 4:00 PM Eastern Time on May 11, 2026, to Contract Specialist Casey Cauffman (Casey.Cauffman-Davis@usss.dhs.gov) or Contracting Officer Erik Syfert (Erik.Syfert@usss.dhs.gov). Only MS Word/Excel compatible or Adobe Acrobat PDF files are acceptable.

SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI)
DEPARTMENT OF HOMELAND SECURITY/UNITED STATES SECRET SERVICE
OFFICE OF TRAINING/JAMES J. ROWLEY TRAINING CENTER/
SPECIALTY PROGRAM BRANCH
This notice constitutes a Request for Information (RFI) Pursuant to Federal Acquisition Regulation (FAR) Part 15.201 for the purpose of determining the capability of sources in the marketplace for a contemplated effort for an Autonomous Robotic Training System tailored for law enforcement shooting and tactical response training applications. This RFI is for procurement planning purposes only and shall not be construed as a request for proposal/quote, solicitation, or commitment on the part of the Government to issue any future solicitation or award. The Government will not reimburse any costs associated with the development and submission of materials in response to this request.
The contemplated effort would be a firm fixed price with a one-year base period and four one-year option periods. The estimate of ($9.9 million total contract value). The North American Industry Classification System (NAICS) code for this requirement is NAICS: 541330
Responses must show demonstrated, recent, and relevant experience in the areas of defining the capabilities and support requirements necessary for a comprehensive autonomous robotic training solution by providing technical, logistical, and cost information to inform the future acquisition actions.
• One (1) Autonomous Robotic System, including:
• Eight (8) All-Terrain Autonomous Robot Infantry Targets
• One (1) Autonomous Robotic Vehicle Target
• Four (4) CQB Autonomous Robotic Infantry Targets
All targets listed above should have the following features: real time response in live fire scenarios to include flinching, audio response when hit, ease of use for indoor and outdoor environments, ability to perform tasks such as patrolling information, scattering to cover, chasing other fleeing targets, attacking a position using bounding techniques, or be programmed to act as a single robotic opposing force, with hit detection & hit indication. The targets should also have ballistic protection from various ammunition calibers.
Command and Control:
Three (3) Command and Control Stations - capable of managing multiple robotic assets simultaneously
Communication and Range Extension Two (2) Communication Range Extension Kits, to ensure reliable communication across varied operational environments
Support Equipment:
One (1) Smart Range Trailer for mobile training operations
One (1) T100-Hundred Transportation Trailer for transportation and deployment of robotic assets
Support Services
- Vendor operators for robotic targets based on the James J. Rowley Training Center
- Comprehensive training for personnel
- Maintenance and technical support as needed
- System integration and customization services
- Spare parts and consumables
- Maintenance logs (routine and emergency) and remediations for robotic targets
The Contractor must also demonstrate/describe recent (within the last 5 years) and relevant experience in the following areas in addition to the supply of the physical target system noted above:
Full-time support at the location for all operational requirements.
Ongoing warranty, software upgrades, and spares Operation and maintenance of the robots and associated equipment All software upgrades, All spares and maintenance, Ongoing warranty, and on-premises support
For the contemplated effort, the Contractor will be required to provide:
- Technical specifications and capabilities
- System interoperability features
- Deployment and operational considerations
- Estimated costs and pricing structure
- Lead times and delivery schedules
- Past performance and references
- Support and maintenance plans
If demonstrating any of the aforementioned requires reference to specific contracts, indicate those contract numbers respective to each capability example described, to include a point of contact for each referenced contract. Should there be teaming or subcontracting arrangements referenced, identification of specific contract numbers will be required for those arrangements as well. If the services demonstrated were performed for a private vendor, please also provide for such requirements a verifying reference.
All interested parties are invited to submit a capabilities statement, which shall not exceed three
(3) total pages and no smaller than 12 point Times New Roman font.
The capability statement should demonstrate understanding, capability, approach, qualification, and past experience in meeting the work requirements identified in Attachment # 1, Draft Performance Work Statement. Finally, interested firms should identify challenges and risks associated with meeting the requirements of the Summary Scope of Work and how the organization would minimize those risks. The Government will review the capability statement to determine if the interested firm is capable of satisfying the requirements based on its demonstrated understanding, capability, approach, qualification, and past experience in each of the areas included in the Draft Performance Work Statement (Attachment #1). Please note that a small business concern may submit a capability statement that includes the expertise of a large business partner under a teaming arrangement. If a teaming arrangement is contemplated, then the response to this notice must clearly discuss the areas of the Draft Performance Work Statement that the small business firm intends to perform and the specific areas that the large business teaming partner intends to perform. Please note that the prime contractor must perform at least 50% of the cost of manufacturing the supplies (excluding the cost of materials), pursuant to the FAR clause at 52.219-14 entitled “Limitations on Subcontracting (OCT 2025) (DEVIATION 26-03)(effective November 28, 2025)”.
