1.0 GEODSS GENERAL REQUIREMENTS:

1.1. GEODSS MISSION OVERVIEW. The GEODSS Program is comprised of three geographically-separated locations under the 15 Space Surveillance Squadron (15 SPSS) on Maui Island, HI, Space Delta 2 at Peterson Space Force Base (PSFB), Colorado (CO). 15 SPSS, Det 1 is located at Stallion Range Center, White Sands Missile Range (WSMR), New Mexico (NM); 15 SPSS, Det 2 is located at the Naval Support Facility (NSF), Diego Garcia, British Indian Ocean Territory (BIOT);

and the third location is located at 15 SPSS, Maui Island, Hawaii (HI). Space Delta 2 exercises responsibility for all GEODSS sites through the Functional Commander at 15 SPSS, Maui Island, HI.

The GEODSS system supports United States Space Command (USSPACECOM) and theater war fighter’s requirements through the detection and surveillance of man-made satellites. The system detects, tracks, identifies, and reports on all man-made objects in Earth orbit within the telescopes’ field of view. The Sites perform the mission using three 1-meter telescopes each with a 1.68 degree field of view; low light level, electro-optical cameras; and high speed computers. These optical sensors detect sun light reflecting off of space objects. Mission operations are conducted between civil sunset and sunrise. Mission information is provided to the Combined Space Operations Center (CSpOC), National Space Defense Center (NSDC), 18th Space Control Squadron (18 SPCS), 18 SPCS/Det 1, and National Air and Space Intelligence Center (NASIC).

Site Applicability: All Sites

1.1.1. SCOPE. The Contractor shall provide all personnel, tools, materials, transportation, supervision, and other items necessary to perform GEODSS PWS requirements. The Contractor’s furnished materials and equipment shall include vehicles, vehicle fuel, tools, custodial supplies, office administrative supplies and equipment, grounds-keeping equipment, and any other supplies and materials not furnished by the Government which the Contractor believes necessary to perform these requirements. Unless otherwise specified, the stated requirements pertain to All Sites;

inclusions or exclusions shall be clearly stated in individual PWS paragraphs. The Contractor shall provide non-personal services to manage, operate, maintain, and provide logistical and general support services for the GEODSS system.
