About this file

This is an Information Sheet attachment for a Request for Information (RFI) regarding Stevedoring and Related Terminal Services (S&RTS) in Yokohama, Japan. The document serves as a template for interested vendors to provide company information and confirm their capability and compliance requirements for a potential federal contract opportunity.

USTRANSCOM is conducting market research for an anticipated Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base performance period of 01 April 2027 through 31 March 2032, with an optional six-month extension. Interested vendors must complete and submit this information sheet by 0600 Central Time on 25 May 2026 to Cassandra Range (Contracting Officer) and Connor Breyer (Contract Specialist) at USTRANSCOM/TCAQ-R. The submission requires company name, physical address, CAGE/NCAGE code, DUNS number, SAM registration status, company representative contact information, and business size/status classification (small business, veteran-owned small business, service-disabled veteran-owned small business, small disadvantaged business, woman-owned small business, large business, or foreign-owned corporation). For small businesses, the information sheet includes acknowledgment of the FAR clause 52.219-14 requirement limiting subcontractor payments to no more than 50 percent of government contract payments, except for work outside the United States required to be performed by local contractors. This RFI is for informational and market research purposes only and does not constitute a solicitation or obligate the government to award a contract.

For acquisitions that are set-aside for small businesses, the solicitation must include FAR clause 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008). This clause requires confirmation that, by submission of an offer and execution of a contract, the small business contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities (i.e., small businesses). There is an exception for work performed outside the United States that is required to be performed by a local contractor. If your company represented as a small business, please acknowledge the requirement to comply with the 50 percent limitation if the resulting acquisition is set-aside for small businesses. If compliance with this clause relies on the exception related to required sources, please describe the nature of these sources (if known at this time).
