About this file
This is an Information Sheet attachment for an RFI seeking details from potential contractors interested in providing Stevedoring and Related Terminal Services at Mid-Atlantic ports including Charleston (SC), Savannah (GA), Wilmington (NC), and Morehead City (NC). The document provides contact information for three USTRANSCOM contracting officials based at Scott AFB, IL: Anthony Laudano (Contracting Officer), Hope Becton (Contract Specialist), and Nashae Perez (Contract Specialist).
The Information Sheet requests basic company information including physical address, CAGE/NCAGE code, DUNS number, SAM registration status, and business size classification. For small businesses, there is a requirement to acknowledge compliance with the 50% subcontracting limitation for similarly situated entities if the acquisition is set aside. The associated pre-solicitation (TRANSCOM25R003) indicates USTRANSCOM plans to establish a contract in 2025 for 24/7/365 stevedoring services supporting Defense Transportation System cargo, including receipt through disposition and processing for multiple modes of surface transportation.

For acquisitions that are set-aside for small businesses, the solicitation must include FAR clause 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008). This clause requires confirmation that, by submission of an offer and execution of a contract, the small business contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities (i.e., small businesses). There is an exception for work performed outside the United States that is required to be performed by a local contractor. If your company represented as a small business, please acknowledge the requirement to comply with the 50 percent limitation if the resulting acquisition is set-aside for small businesses. If compliance with this clause relies on the exception related to required sources, please describe the nature of these sources (if known at this time).
