About this file

This document is an Information Sheet for a Request for Information (RFI) issued by the United States Transportation Command (USTRANSCOM) for Stevedoring and Related Terminal Services (S&RTS) at Southern California (SOCAL) port locations, including Port Hueneme, the Port of San Diego, and Naval Air Station North Island.

The RFI seeks information from companies capable of providing the full spectrum of cargo handling services, including receipt, processing, and disposition of Defense Transportation System (DTS) cargo, potentially on a 24/7 basis. Responses are requested by April 29, 2024. The resulting contract may be set aside for small businesses, in which case the 50% subcontracting limitation would apply. The RFI includes a draft Performance Work Statement (PWS) as Attachment 3. Interested companies are requested to provide details on their company, facilities, capabilities, and size/socioeconomic status.

For acquisitions that are set-aside for small businesses, the solicitation must include FAR clause 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008). This clause requires confirmation that, by submission of an offer and execution of a contract, the small business contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities (i.e., small businesses). There is an exception for work performed outside the United States that is required to be performed by a local contractor. If your company represented as a small business, please acknowledge the requirement to comply with the 50 percent limitation if the resulting acquisition is set-aside for small businesses. If compliance with this clause relies on the exception related to required sources, please describe the nature of these sources (if known at this time).
