About this file

This Request for Information (RFI) concerns engineering support services for the MC-130H Combat Talon II ASQ-204 Control and Display System depot test equipment. The Air Force is seeking sources capable of non-standard repair and engineering to overcome obsolete replacement parts for three test station groupings used at Honeywell to repair and certify the ASQ-204 system. Interested parties are required to describe their relevant experience, facilities, processes, and quality assurance in response. Responses are due within 30 days and must be sent to the listed technical and contracting points of contact. The pre-solicitation notice indicates the follow-on effort will be a three-year fixed-price contract for engineering support awarded to a single source, Honeywell, as the prior manufacturer.

Request for Information (RFI) / Sources Sought

Robins Air Force Base Air Force Life Cycle Management Center (AFLCMC)/WIU Special Operations Forces/Personnel Recovery (SOF/PR)

CAUTION:

This Request for Information/Sources Sought is published for Market Research purposes only. The Government is conducting market research to identify potential sources that possess the repair data, capabilities, and experience to meet qualification requirements to engineer non-standard repair, overcoming obsolete out of production replacement parts, of the MC-130H Combat Talon II (CTII) ASQ- 204 Control and Display System (CDS) depot test stations. The stations’ grouping comprises: HH60D Product Test System (PTS) Test Set, the HH60 Display Electronic Unit (DEU) Systems Test Set, and the HH60D/CTII Video Display Unit (VDU) Test Set fixtures. It has been determined to be uneconomical to buy the data or rights to the data. It is also uneconomical to reverse engineer the stations.

The government does not own the data or the rights to the data needed to repair these test stations.

The ASQ-204 CDS test sets are used to operationally test and certify any component replacement or repair action of the ASQ-204 CDS. The ASQ-204 CDS consists of the following Line Replaceable Units (LRUs).

The Government has determined that this system is not a commercial item.

Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility.

Engineering services include engineering, Contract Data Requirements List (CDRL) deliverables, hardware maintenance, software maintenance and modification, technical support, sourcing and procuring parts for repair and overhaul of the depot test equipment, and engineer repair solutions that are non-standard utilizing replacement parts that may not conform to the original manufacturing specification of the depot test equipment. This activity is required to support MC-130H-unique depot test stations located at the Honeywell Phoenix Service Center used to repair and certify serviceability of the MC-130H Combat Talon II ASQ-204 CDS. The goal is to sustain the depot test stations in order to maintain repair capability for the ASQ-204 CDS until aircraft retirement currently estimated in 2024. The contractor shall provide timely support (by the most economical means) to resolve issues with the test stations to allow aircraft(s) to return to mission capability expeditiously. To be proactive, the contractor shall analyze failure data on a quarterly basis to identify current failure trends so they can be addressed early in order to keep the test stations in a functioning state for the war fighter.

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the repair data, capabilities, and experience to meet qualification requirements to engineer non-standard repair, overcoming obsolete out of production replacement parts, of the MC-130H Combat Talon II ASQ-204 CDS, which is made up of the Test Stations listed in the table below.

Noun NSN Part Number mailto:Bernard.coley@us.af.mil mailto:jeffery.pruitt.1@us.af.mil

HH60D PTS Test Set Not Stock Listed T338406(J)

HH60 DEU/Systems Test Set Not Stock Listed T338299 HH60D (CTII) VDU Test Set Fixture Not Stock Listed T338287(E)

This requirement is for engineering support to sustain the depot test stations. The contract strategy is to award a three year firm fixed price contract, 12-month basic and two 12-month option periods. This will be a level of effort consisting mainly of engineering support with incidental supplies.

The Government’s needs for sustaining engineering services are required in order to support current combat aircraft operations. The MC-130H Combat Talon II aircraft have a requirement for sustaining engineering for the ASQ-204 CDS. The ASQ-204 CDS is currently manufactured and overhauled to specifications by Honeywell Aerospace, the OEM. This system has special characteristics, which if not conforming to the original design, could cause failure of the system. Failure of the ASQ-204 CDS would impede SOF Combat Crews from the ability to perform their mission thus the possibility of grave danger and/or capture by opposing combat forces.
