REQUEST FOR INFORMATION
Armored Sedan Platforms
A. PURPOSE
The U.S. Department of State Division of Defensive Equipment and Armored Vehicles (DEAV) is seeking information related to requirements for the armoring of existing commercially available sedans, armored sedans produced by the original equipment manufacturer, and U.S.
companies capable of supplying armored sedans.
The purpose of this Request for Information (RFI) / Sources Sought (SS) is to gather market research pursuant to Federal Acquisition Regulation (FAR) Part 10, and to identify businesses capable of performing the functions described herein. The Government is requesting information regarding the capabilities of companies that could support the requirements of the
Department of State (DOS), and feedback/recommendations on the Government’s requirements.
THIS IS A REQUEST FOR INFORMATION ONLY. This RFI/SS is issued solely for information and planning purposes – it does not constitute a solicitation or a promise to issue a solicitation in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not seeking proposals, and will not accept unsolicited proposals.
Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI/SS; all costs associated with responding to this RFI/SS will be solely at the respondent’s expense. Not responding to this RFI/SS does not preclude participation in any future solicitation, if any is issued; however, industry responses, or lack of responses may impact the future strategy of Government acquisition efforts.
B. REQUIREMENTS
BACKGROUND INFORMATION
The Assistant Secretary (A/S) for DS has stated that one of the top security programs of the Department of State (DOS) is the armored vehicle program. The Bureau of
Diplomatic Security (DS) is integral to the Department of State’s (DOS’) ability to meet its strategic priorities as outlined in the 2015 Quadrennial Diplomacy and Development
Review, and is responsible to provide a secure environment for Government personnel, public officials, and dignitaries. Without a secure environment, the DOS cannot safely conduct diplomacy. A key component of this secure environment is the ability to transport those who support the mission in vehicles that are designed and built to resist the most common threats for the region in which they travel.
The DOS armored fleet and partner agency armored vehicle procurement program is the largest in the world. The DOS Division for Defensive Equipment and Armored Vehicles
(DEAV) is the sole office responsible for the design, acquisition, building oversight, and deployment of armored vehicles (AV) pursuant to the Foreign Affairs Manual (FAM)
262.1-1(C). Procurement of all DOS and International Cooperative Administrative
Support Services (ICASS) armored vehicles must be coordinated through DEAV (12
FAM 385). DEAV has an ongoing need to procure and deploy armored vehicles at overseas posts for DOS and other agencies.
OBJECTIVE
The Government is seeking information on contractor’s capability to produce high-quality and high value armored sedans that meet the specifications listed below. Current production of, or capability to produce, an armored sedan such as listed below:
• Audi A7
• BMW 530i
• BMW540i
• BMW M5
• BMW 740i
• Cadillac CT5
• Cadillac CT5-V
• Chrysler 300
• Lexus LS 500
• Mercedes Benz E 350
• Mercedes Benz E 450
• Any equivalent sedan that has automotive attributes that are well-suited to be upgraded from a GVW standpoint
General Specifications
Detailed specifications may be shared with Sources Sought Respondents upon award of a subsequent solicitation for procurement of an armored sedan. General specifications for armored sedans are:
• Armored sedans must provide ballistic protection against common centerfire rifle threats.
• Armored sedans must be based on series production vehicles and not be easily distinguished from their unarmored counterparts.
• Armored sedans are required in both Right-Hand Drive (RHD) and Left-Hand Drive
(LHD).
• Armored sedans are required to be Gasoline, Diesel, or Dirty Diesel, depending on the vehicle’s geographical destination and original equipment limitations.
• Vehicles must seat and account for the weight of four (4) or five (5) passengers weighing 180 pounds each and an additional 180 pounds in the trunk (luggage weight).
• Armored sedans must be modified to support the additional weight and geometry of the armoring design, occupants, and cargo in a manner that preserves the unarmored ride quality, braking performance, and steering and handling characteristics. This may include, but is not limited to, adjustment or replacement of tires, brakes, suspension, and powertrain.
• Armored sedans may require a high output electrical system supplying an additional
1500 Watts of electrical power in 12 or 24 volts direct current.
• Armored sedans require convenient worldwide servicing, technical support, and long-term spare parts availability and support network (both CONUS and OCONUS).
• Armored sedans must have an extended production period through at least 2028 in the proposed configuration.
