88310325RFI0001

1.0 Introduction

The National Archives and Records Administration (NARA) is an independent Federal agency that helps safeguard and preserve our nation's history by overseeing the management of all Federal records. The stories of our nation and our people are told in the records and artifacts cared for in NARA facilities around the country and people can discover, use, and learn from this documentary heritage. The mission is to ensure ready access to the essential evidence that documents the rights of American citizens, the actions of Federal officials, and the national experience.

NARA issues this Request for Information (RFI) to obtain information about vendors that are able to provide armored car transport services at the Jimmy Carter Presidential Library and Museum.

This RFI is intended strictly for market research. It is issued for information and planning purposes only and does not constitute a solicitation. Potential solutions presented may or may not lead to a solicitation. Any decision to proceed with a solicitation would be based, in part, on available funding.

2.0 Description/Objective

The National Archives and Records Administration (NARA), Jimmy Carter Presidential Library and Museum, in Atlanta, GA, requires armored transportation/bonded courier services for its bi-weekly bank deposit of cash, receipts and checks. NARA charges fees for its services and accepts monetary donations from the public. The cash receipts derived from these activities are deposited at a financial institution and used to finance specific projects in support of NARA’s mission. The contractor shall furnish all personnel, supervision, professional expertise, labor, equipment, materials, quality control, and other items necessary to provide armored transportation services to and from the locations specified in this Statement of Work (SOW). The period of performance is for a base year of twelve (12) months and four (4) option years of (12) months each and the initial start date on February 1, 2025. On average, each bank deposit contains less than $10,000.00 in cash and less than $25.00 in coins. However, these amounts may fluctuate due to variations in sales volume and monetary donations. The contractor shall pick-up bank deposits from Jimmy Carter Presidential Library and Museum (NARA) twice per month, on the second and fourth Wednesday, between the hours of 1:00 PM and 5:00 PM and deliver the deposits to the financial institution. The contractor shall also provide change order delivery. The contractor will not provide armored transportation services to NARA on federal holidays.

PICK-UP LOCATION:

The pickup location is National Archives and Records Administration (NARA) Jimmy Carter Presidential Library and Museum 441 John Lewis Freedom Pkwy NE Atlanta, GA 30307

DELIVERY LOCATION:

The delivery location of the financial institution is Truist Cash Vault, 1685 North Decatur Road NE Atlanta, GA 30307.

PICK-UP & DELIVERY CONFIRMATION:

The contractor’s employee(s) shall report to NARA’s Head Cashier or designated representative(s) who shall sign, date, and obtain a copy of the Contractor’s properly completed standard pick-up receipt. The contractor must provide a receipt for every deposit received from NARA at the time of pick-up. Such receipt, when signed by the contractor shall constitute evidence that the distinctively and securely sealed container(s) has been received, and that the contractor accepts, as stated, carriage of the distinctively and securely sealed container(s). Any and all liabilities which arise or may arise begin with the proper delivery of the distinctively and securely sealed container(s) to the contract carrier and terminate with the delivery of the distinctively and securely sealed container(s) by the contractor to the designated consignee (financial institution) and the receipt given to the contract carrier by the consignee. The contractor shall also maintain accurate and complete records in order to provide valid proof of delivery upon request.
