About this file

This document is a Request for Information (RFI) issued by the US Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Edgewood Contracting Division (ECD) on behalf of the National Guard Bureau (NGB). The purpose of the RFI is to gather market research information on commercially available Uninterrupted Power Supply (UPS) units that meet specific technical requirements to support the NGB's Analytical Laboratory Suite Modified Work Order (ALS-MWO) mobile lab.

The key technical requirements for the UPS include: 40-minute runtime at 10kW, single/split phase, rackable 19" configuration, 208-240V input, 120V output, manual bypass mode, maximum height of 17.25", and minimum 10kW capacity with true sine wave power conditioning. The government is seeking information on UPS models that meet these requirements, including manufacturer, model number, technical details, availability, lead time, and rough order of magnitude (ROM) pricing for a minimum order of 10 units. Responses are due by 5PM ET on November 20, 2024 and should be submitted via email. This RFI is for market research only and does not constitute a solicitation or commitment to contract.

The US Army Contracting Command – Aberdeen Proving Ground (ACC-APG) Edgewood Contracting Division (ECD) is exploring options for a replacement Uninterrupted Power Supply (UPS) for the National Guard Bureau’s (NGB) Analytical Laboratory Suite Modified Work Order (ALS-MWO).

Technical requirements for the UPS are listed in the below table for reference. The purpose of the UPS is to provide clean uninterrupted power for dedicated laboratory equipment inside the mobile lab in case of loss of shore or generator power. The UPS must be available to purchase by NGB to replace legacy units and future failures.

ACC-APG ECD is seeking the following information:

Please provide information on the availability of a UPS that meets the following technical requirements as outlined in the below table:

Characteristic Requirement

Run Time 40 minutes @ 10kW

Configuration Single/Split Phase Rackable mount on Standard 19U rack

Input Power 208V – 240V

Output Power 120V

Bypass Mode Manual option (Input = output when activated to allow unit to bypass batteries in an emergency)

Height Requirement Max Height 17.25” (Total to include all additional stacked batteries needed to meet power and run time requirements)

Width Requirement Rackable in Standard 19” wide Rack

Depth Requirement 26.875”

Power Output Power must be conditioned with true sine wave output Minimum 10kW (10kVA) UPS power Capacity

TAA Compliance Trade Agreement Act (TAA) Compliance

Please confirm the commercial availability of any UPS that your firm is able to provide which meets the above technical and dimension/stacking requirements. For each UPS that can meet the requirements, please provide the following information:

1. Manufacturer

2. Model Number

3. Any technical brochure/information on the unit

4. Availability/Typical lead time from order to delivery

5. Rough order of Magnitude (ROM) pricing per unit (including estimated shipping costs within the continental US) assuming minimum of 10 units.

Respondents shall not be obligated to provide any supplies/services described herein, and it is understood by the United States Government that any cost estimates provided as a result of this request are Rough order of Magnitude (ROM) estimates for market research purposes only and do not constitute a formal proposal/quote.

The response deadline for this market research is no later than 5pm ET Wednesday, November 20th, 2024. All responses to this RFI shall be submitted via e-mail to Tyler Gates, Contracting Officer, at tyler.n.gates2.civ@army.mil and to Nathaniel Sievers, Contract Specialist, at Nathaniel.w.sievers.civ@army.mil.
